Responsibilities
Systems Analysis & Architecture
- Analyze user requirements, CONOPS, and high‑level architectures to develop system requirement specifications.
- Develop system architecture and system design documentation and incorporate new designs into operational environments.
- Generate system concepts, physical architectures, and alternative design solutions.
Technical Leadership & Integration
- Provide technical leadership for integrating requirements, design, and emerging technologies.
- Guide system development and implementation planning through SE management plans, integration plans, and test plans.
- Interact with government stakeholders to resolve SE‑related issues and ensure program alignment.
Lifecycle Engineering & Documentation
- Develop and review Systems Engineering Plans, Requirements Specs, Interface Control Documents, and other SE documentation.
- Review WBS, work packages, and IMPs to ensure accuracy and completeness.
- Maintain technical integrity of the system baseline and manage changes throughout the lifecycle.
Requirements Development & Traceability
- Manage system and derived requirements for compatibility with DoDAF and SOA architectures.
- Derive lower‑level requirements and ensure they are correct, complete, unique, verifiable, and traceable.
- Assist in functional and system requirements allocations across hardware, software, facilities, and personnel.
Configuration, Risk, & Integration Management
- Coordinate resolution of CCB action items, program reviews, design reviews, and test reviews requiring cross‑discipline input.
- Assess program risks, determining probability, consequence, and mitigation strategies.
- Establish formal processes for system integration across multiple teams.
Information Assurance & Compliance
- Develop derived IA requirements (confidentiality, integrity, availability, etc.).
- Support DoD and other government Certification & Accreditation processes.
- Support development and review of JCIDS documentation such as ICDs, CDDs, and IA strategies.
Verification, Testing, & Performance Analysis
- Define methods and criteria for verifying systems and subsystems.
- Plan verification efforts early in development to reduce risk.
- Conduct quantitative analyses in key non‑functional areas such as reliability, survivability, and maintainability.
- Prepare time‑line analysis diagrams to illustrate time‑dependent system functions.
Qualifications
Required Education & Experience:
- 14+ years of experience as a Systems Engineer supporting programs of similar scope and complexity.
- Bachelor's degree in Systems Engineering, Computer Science, Information Systems, Engineering Science, Engineering Management, or related technical field.
- Five additional years of SE experience may substitute for the degree.
- 3 years of experience in legal or technical aspects of Intelligence Community privacy compliance.
- 2 years of experience with MPO systems architecture.
