Job Overview
The Subject Matter Expert IV (Cyber & C2 Systems) will support the Chugach Technical Program Manager and the U.S. Coast Guard (USCG) team. The incumbent will provide day-to-day engineering support to NIWC, focusing on system integration and cybersecurity posture. This role requires an experienced specialist capable of navigating complex hardware, software, and cybersecurity environments. Travel up to 25% CONUS/OCONUS is required.

Job Overview

Responsibilities
Essential Duties & Job Functions:
USCG Cybersecurity & System Hardening Support
- Apply cybersecurity engineering principles to deliver solutions designed to enhance the security position of USCG assets.
- Identify threats and develop suitable defense measures, evaluating system changes for security implications.
- Configure Windows and Linux host-based security as well as network and cloud-based security systems.
- Run vulnerability scans and audits on local infrastructure using tools such as ACAS/Nessus and STIG Viewer.
- Write and implement Risk Management Framework (RMF)-based policies, procedures, and comprehensive cybersecurity processes.
- Support the installation and configuration of network security architectures, including firewalls and router Access Control Lists (ACLs).
USCG C2 Systems Integration, Installation, and Sustainment
- Serve as a Subject Matter Expert on US Navy and USCG C2 systems, providing expert-level engineering guidance to stakeholders.
- Provide engineering support for Combat System elements and interfaces, including IFF, SPQ-9B, SPS-75, NAVSSI, MK-48, and C2PS.
- Provide hands-on technical support during engineering deployments for installation, integration, and sustainment of C4ISR upgrades aboard USCG Cutters and shore facilities.
- Perform troubleshooting for complex hardware and software issues in laboratory environments and deployed assets.
- Support test events related to C2 systems, including integration, verification, validation, and operational testing.
- Ensure grounding and bonding of components in equipment cabinets according to TEMPEST specifications.
- Provide technical input to configuration management and engineering documentation efforts.
- Review technical documentation, including Engineering Change Proposals (ECP) and Task Orders, and provide detailed feedback to stakeholders.
- Maintain and update technical drawings and documentation for USCG system configurations.
- Research and draft technical white papers detailing options for resolving difficult issues or addressing design shortfalls.
Accountable For:
- Ability to provide accurate, timely, and authoritative technical guidance on USCG and Navy C2 and Cybersecurity systems.
- Extensive knowledge of C4ISR systems, including integration, sustainment, and support.
- Detailed understanding of Navy and USCG Combat System elements (IFF, SPQ-9B, SPS-75, NAVSSI, MK-48, and C2PS).
- Knowledge of best practices related to operating systems, virtualization, and containerization.
- Ability to understand cybersecurity tools, technologies (including DoD Host Based Security systems), and compliance processes.
- Ability to meet mission requirements by supporting installations and testing aboard USCG assets while maintaining high technical standards.
- Strong organizational skills to manage competing priorities and multiple engineering tasks, especially while on travel.
- Excellent oral and written communication skills for providing technical feedback to all stakeholders.
- Ability to have consistent technical accuracy and integrity of all system configuration documentation and engineering reviews.
Job Requirements
Mandatory:
- BS in Cybersecurity, Computer Science, or an Engineering field.
- US. Citizen with an active DoD Secret security clearance.
- Minimum of five (5) years of experience with military electronics systems and government systems.
- CompTIA Security+, GIAC GSEC, or GFACT Certification.
- Proficient with MS Visio, Nessus, and STIG Viewer.
- Willingness to travel up to 25% CONUS/OCONUS.
- Valid driver's license and reliable transportation.
- Ability to successfully pass a pre-employment background check and drug test.
- Confident in operating system configuration, patching, performance tuning, and troubleshooting.
- Experience with virtualization and container technologies.
- Proficiency with scripting or automation tools (e.g., Bash, Python, PowerShell) to support system administration and deployment activities.
- CISSP, CISM, or equivalent advanced certification.
- Demonstrated experience with the Sea Commander System.
- Proficient with Wireshark, Metasploit, Nmap, Burp, and Kali Linux.
- Experience implementing RMF-based cybersecurity policies and procedures for C4ISR systems.
Working Conditions:
- Work is performed at Moorestown, NJ, and various industrial areas including Navy/Coast Guard facilities.
Physical Requirements:
- Ability to lift 30 lbs.
- Ability to operate hand and power tools safely.
