Job Description:
As the IT Infrastructure Transformation Program Manager, you will own the enterprise-wide strategy and execution of consolidating decentralized compute, storage, and application environments into a standardized COLO platform while modernizing and right-sizing edge sites. This is a multi-year transformation role spanning architecture standards, application rationalization, financial governance, network readiness, and operational modernization.
You will lead cross-functional delivery across infrastructure, networking, security, application owners, finance, and external vendors. Beyond project execution, you are accountable for roadmap ownership, benefits realization, and executive governance-ensuring the program delivers measurable improvements in cost, resiliency, security, and operational efficiency.
You will lead cross functional teams, coordinate third party vendors and contractors, and ensure projects are delivered on time, within budget, and to defined quality standards.

Essential Functions:
- Own and deliver the enterprise roadmap for COLO consolidation and edge modernization.
- Lead executive governance, cross-functional coordination, and program prioritization.
- Support portfolio planning by aligning project priorities, resources, and timelines with leadership.
- Define and enforce architecture standards for COLO and edge platforms.
- Ensure security, resiliency, and regulatory compliance across all designs and migrations.
- Lead full lifecycle delivery of COLO and data center infrastructure projects from initiation through closeout.
- Develop and manage project plans, schedules, budgets, and communications aligned to business objectives.
- Plan and execute COLO build-outs (power, cooling, rack layout, interconnects, network connectivity).
- Coordinate workload migrations with minimal downtime, including risk assessments, validation testing, and rollback plans.
- Oversee network readiness, site connectivity upgrades, and edge refresh programs.
- Establish and integrate core IT services within COLO facilities (compute, storage, networking, backup, monitoring).
- Partner with Finance to implement Opex-based service models and chargeback/showback (FinOps).
- Manage vendors, contracts, SLAs, and commercial outcomes for COLO and infrastructure services.
- Track and report program outcomes: cost savings, risk reduction, and operational efficiency.
- Produce clear executive-level status reporting, documentation, and presentations.
Qualifications:
- Bachelor's Degree and minimum 9 years of prior relevant experience. Graduate Degree and a minimum of 7 years of prior related experience. In lieu of a degree, minimum of 13 years of prior related experience.
Preferred Additional Skills:
- Experience: 8+ years leading large-scale IT infrastructure, COLO, or data center transformation programs; hands-on experience with COLO build-outs, data center consolidation, and enterprise modernization.
- Technical Expertise: Strong knowledge of COLO facilities, interconnects, hybrid cloud architectures (on-prem, COLO, public cloud), and enterprise infrastructure services; familiarity with automation, infrastructure-as-code, and platform engineering.
- Cloud & Security: Experience with Microsoft Azure and cloud security; background in regulated industries (manufacturing, aerospace/defense, financial, healthcare).
- Project Management: Strong grounding in PMI methodologies; familiarity with Agile/Scrum; proficient in Microsoft Project or Project Online.
- Leadership & Governance: Proven ability to manage complex vendor ecosystems, multidisciplinary teams, and M&A IT integration; excellent executive communication and stakeholder management.
- Financial Acumen: Budget ownership, cost optimization, and knowledge of FinOps, chargeback/showback, and IT service economics.
