Duties

The primary purpose of this position is: To serve as a key USSOCOM J59 Special Operations (SO) and Joint Subject matter expert (SME) and analyst providing technical guidance, expert advice, and assistance concerning the conduct of SO functions and responsibilities at the strategic, operational and tactical level, in direct support of concept development experimentation, wargaming, Capabilities Based Assessment (CBA) and Joint Concept Development and Experimentation (JCD&E) enterprise projects and activities. Represents USSOCOM to plan, coordinate, and synchronize JCD&E and CBA activities with USSOCOM and its components, the Services, Joint Staff, USJFCOM, other DoD and non-DoD agencies, interagency, and international partners.
  • Leads, coordinates, synchronizes and represents USSOCOM in Joint, Service, and Special Operations Forces (SOF) concept development, wargame, experimentation, and CBA events and activities.
  • Performs warfighter analysis entailing unique problems, future global challenges, creativity, innovative uses of techniques, advanced approaches, and/or new technologies.
  • Participates in meetings, conferences, briefings, and seminars related to JCD&E Enterprise, future operating environments, future societal and cultural trends, and breakthrough technologies in a variety of disciplines.
  • Incumbent is responsible for ensuring the core classified national information protection security disciplines of information are fully covered from a policy and programmer viewpoint to ensure overall information protection requirements meet mission requirements.

Qualifications

Conditions of Employment Cont.:
  • Must possess and maintain a TS/SCI security clearance prior to the start of this appointment. Incumbent has recurring access to classified information. Work is performed on a daily basis in a Sensitive Compartmented Information Facility (SCIF) and requires daily access to classified local and wide area networks. Incumbent must ensure that procedures for handling classified materials are accurately followed and all security requirements are met.
  • This position has been designated by the Air Force as a Testing Designated Position (TDP) under the Air Force Civilian Drug Testing Program. The employee must pass initial and periodic short notice drug testing. Illegal drug use by employees in sensitive positions presents a clear threat to the mission of the Air Force, national security, and public safety.
In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Miscellaneous Administration and Program, 0301.

SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-12, or equivalent in other pay systems. Examples of specialized experience includes expert knowledge of the operational art of full spectrum of Special Operations, with the ability to cognitively project into the future. Knowledge and application of Special Operations capabilities and employment to facilitate and add value to concepts, wargames, experiments, and CBAs. Knowledge of the Capabilities Integration Development System and SOF Capabilities Integration Development System as they apply to DOTMLPF&P Change recommendations and Initial Capabilities Document for capability solutions. Knowledge of CBAs used to validate new capabilities identified in future concepts, thought pieces, and Warfighter Challenges. Knowledge and skill to serve as capabilities analyst in an organization responsible for developing analytical models and methods; identify actual or potential problem areas, trends and similar factors to improve special forces planning and operations.

FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in -grade requirements to be considered eligible. One year at the GS-12 level is required to meet the time-in-grade requirements for the GS-13 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements.

KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
  • Knowledge of wargame and experimentation planning, coordination, and synchronization of requirements.
  • Knowledge of concept development processes, the Joint Concepts and Integration Development System process, and the capabilities-based assessment (CBA) process.
  • Knowledge of SOF units, equipment, doctrine, missions, and tactics, techniques and procedures.
  • Skill in developing performing methods and techniques for gathering facts and lessons learned, observations and measurement, analysis and assessments of documents and products, background material products, briefings, and after-action reports.
  • Ability to lead teams; originate new ideas, projects, and methodologies, execute projects and/or studies with established financial and/or time constraints.
  • Ability to communicate effectively, both orally and in writing, negotiate complex issues; maintain good working relationships, and handle and safeguard sensitive information.

  • PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.

    VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
