Summary:

The Program Manager (PM) provides overall leadership, oversight, and management of the OTC Base and Test Support Services (BTSS) contract. The PM ensures the successful execution of all contract requirements, including base operations, test support, program administration, and compliance with applicable DoD, federal, and Air Force policies. This position serves as the primary interface between the Government and contractor teams, overseeing resource allocation, performance metrics, staffing, and continuous process improvement to support test and operational mission objectives.

Responsibilities

Essential Job Functions:

• Serve as the primary point of contact for OTC leadership, Government stakeholders, and contractor teams.
• Provide overall program management oversight for base operations, test support activities, and contract deliverables.
• Ensure compliance with contract terms, quality standards, and DoD/AF regulations.
• Develop, monitor, and report on program schedules, budgets, milestones, and performance metrics.
• Coordinate test planning, execution, and support activities, ensuring resources and personnel are properly aligned with operational requirements.
• Oversee staffing, training, and performance management of contractor personnel supporting OTC activities.
• Prepare and submit briefings, status reports, and program documentation to senior leadership.
• Identify risks, issues, and opportunities; develop mitigation strategies and implement corrective actions.
• Lead continuous process improvement initiatives to enhance operational efficiency and mission support.

Qualifications

Necessary Skills and Knowledge:

• Expert knowledge of program and project management principles in a federal/DoD environment.
• Strong understanding of test operations, base support services, and operational test execution.
• Ability to lead multi-disciplinary teams, coordinate multiple functional areas, and resolve operational issues.
• Proficiency with Microsoft Office Suite, scheduling tools, and program management software.
• Strong written and verbal communication skills for reports, briefings, and stakeholder engagement.

Minimum Qualifications:

• Bachelor's degree
• Minimum ten (10) years' experience with military systems and five (5) years' experience in operational test and evaluation.
• Ability to travel as needed.
• All personnel require TOP SECRET clearance

Preferred Qualifications:

• Master's degree in Business, Program Management, Engineering, or a related field.
• Program Management Professional (PMP) certification or equivalent.
