Akima Systems Engineering is looking for a Senior Systems Administrator to work on Shaw Air Force Base, SC.

This position is located with the 132nd Engineer Detachment Geospatial Planning Cell (GPC) at Shaw AFB, SC. Supporting the Theatre Geospatial Database (TGD) Enterprise Architecture and systems.

This position involves a high degree of quick decision making and detailed task management to ensure all work is resolved quickly and efficiently. Excellent customer service skills are mandatory. The place of performance for this role is on-site at USARCENT G6 on Shaw Air Force Base in Sumter, SC.

Responsibilities

  • Provides day-to-day server maintenance and operations workflow for Enterprise ESRI GIS Portal, VCenter, and Microsoft based information technology infrastructure, including Windows servers and Active Directory for multiple classified networks on the ARCENT Network.
  • Responsible for the administration, maintenance and support of major IT systems including hardware and software for the Theater Geospatial Database (TGD), Windows servers, and LAN systems.
  • Provides Windows security patch management on all computer systems/servers and assures that systems are current with agency approved anti-virus updates.
  • Responsible for resolving complex system problems and collaborating with supervisors and managers locally as well as subordinate units.
  • Provides expert hardware and software design, recommendation, installation, support and maintenance.
  • Continually keeps all DCGSA workstations, and Intelligence Fusion Servers on the network, and patched to latest service updates. This includes, but not limited to, 20 DCGSA- Workstations, 2x Geospatial Workstations, 2x IFS systems, Network Area Storage, and Dell PowerEdge server. Understanding of ESRI and GXP software specifications, capabilities, and requirements are highly favorable.
  • Developing approaches and procedures in the specialty area(s); providing advice and guidance on a wide range and variety of complex IT issues; interpreting IT policies, standards and guidelines; conducting analyses and recommending resolution of complex issues with servers, workstations, and networking protocols.
  • Evaluating and recommending adoption of new or enhanced approaches to delivering IT services; testing and optimizing the functionality of systems, networks, and data; identifying and defining business or technical requirements applied to the design, development, implementation, management and support of systems and networks. Ensure optimal use of commercially available products. Evaluating proposals for the acquisition and maintenance of IT products or services by preparing and presenting reports. Representing the organization in technical working groups, and in interactions with the G6 and organizations such as the Regional Cyber Command (RCC), Network Enterprise Command NEC and, KU G6; and/or providing technical leadership on group projects. Plans and carries out difficult and complex assignments. Independently develops fact sheets, prepares briefs, and advises leadership on recommended system hardware and/or software upgrades. Serves as the Systems Administrator responsible for managing all aspects for the Theatre Geospatial Database (TGD) architecture and operations on SIPR and NIPR networks. Works to develop a highly innovative and powerful Platform as a Service (PaaS).
  • Administers and manages systems, data backup systems and Microsoft OS images on all platforms and deployment packages. Evaluates user requirements and translates requirements into mission support for the TGD with the goal of providing the highest standard of customer focused support. Design and implement Enterprise ArcGIS architecture involving multiple enterprise systems which produce Geospatial Intelligence (GEOINT) that must be communicated between systems. Oversee and manage the full life-cycle software and hardware system to support the TGD across multiple domains. Expected to provide conceptual analysis, requirements analysis, design, implementation, deployment, documentation and maintenance of various applications and support tools. Installs, configures and supports Windows OS images and deployments, mission unique software, COTS software, hardware drivers and firmware. Create and deploy security packages, apply updates and changes via PowerShell scripts or other available tools in support of the TGD. Trouble-shoots application issues.
  • Oversees all endpoint computers and devices, scans and patches for security compliance, ensures compliance software is functional and current and takes a leading role in implementing upgrades and patch management across the entire organization. Advises management regarding state-of-the-art techniques, software, and hardware.
  • Prepares technical specification documentation to support acquisition of software, hardware, and manpower support required.
  • Support the IA Managers reviewing, interpreting, and executing Department of Defense (DoD), command policies and guidelines for data, and system security including DISA Security Technical Implementation Guides (STIG). Interprets and implements command policies, directives, and regulations based on guidance from management. Provide subject matter expertise to make decisions, recommend changes, and drafting Plans of Actions and Milestones (POAM).
  • Reviews planned management actions to ensure rigorous compliance with current information security/information assurance regulations.
  • Keeps all required security documentation up to date. Maintains Information Assurance certifications and other Information Security/Information Assurance requirements.
  • Ensures all workstations and endpoint devices in all environments are always in compliance with Army Information Assurance Vulnerability Alert (IAVA) patches and security policies and procedures.
  • Ensure that user data in all environments are properly backed up incrementally in case of system or media failure.
  • Support RMF accreditations, inspections and audits by maintaining the proper security baseline for endpoint devices, keeping necessary documentation and technical data required for compliance with these activities
  • Provides daily technical support as needed for TGD devices including workstations, laptops, printers, telephones, and plotters.
  • Supports Active Directory Services group across all networks to create and manage user accounts.
  • Provides technical support to customers who need advice, assistance, and training in applying hardware and software systems. Troubleshoots complex problems and manages trouble tickets.
  • Provides record of immediate resolution or escalates for resolution of particularly difficult and complex problems. Records resolutions electronically, to assist addressing subsequent occurrences of problems.
  • Consults with other IT Specialists to identify defects in performance and provides administrative and technical assistance to the Engineer Detachment and its subordinates.
  • Coordinates IT hardware Life Cycle Replacement (LCR) processes for the unit. Coordinates requirements, delivery and installation of equipment with the ARCENT LCR Manager.
  • Serves as the IT procurement specialist to ensure the unit has the hardware and software necessary to perform their mission.
  • Assist in the development of procurement documentation packets being submitted for staff approval through the USAREUR-AF Requirements Validation System. Maintains liaison with Command representatives as necessary for software and hardware procurement authorization. Research vendor pricing and availability analysis to develop independent government cost estimates.
  • Experience:
  • Extensive knowledge of IT concepts, principles, methods, and practices and experience in system administration for the planning, installing, configuring, optimizing, integrating and supporting TGD systems utilizing PDQ, Active Directory, Windows OS, network monitoring tools, PowerShell, vendor utilities, compliance scanner, vulnerability management tools, host-based IDS, monitoring appliances, PKI infrastructure, Remote Desktop, remote access tools, other utilities and appliances that become available to assist in the administration and securing of the network and stand-alone devices.
  • Develop approaches and procedures; provide advice and guidance on a wide range and variety of complex IT issues; interpret IT policies, standards, and guidelines; conduct analysis and recommend improvements to support long-range mission requirements for the TGD.
  • Extensive knowledge to install, modify, enhance, test, and implement standard configurations for deployment of workstations, servers, and other network components and client software. Install, configure, and monitor Cisco devices (Switches, Firewalls, Geospatial Software, Platform as a Service (Paas), Software as a Service (Saas)).
  • Monitor system and network performance (availability, utilization, throughput, and latency). Conduct and support authorized vulnerability scanning on systems, networks, databases, and applications.
  • Knowledge in configuration of ESRI ArcGIS enterprise, to include portal VM, image VM, knowledge VM and updating patches
  • Knowledge in BAE GXP Xplorer, and confirmation of server VMs
  • Knowledge of current DA information security/information assurance regulations including making sure that all servers are in compliance with Army IAVA patches and security policies and procedures including DISA Security Technical Implementation Guides (STIG).
  • In-depth knowledge of building OS images and deployment, to troubleshoot systems/network issues, identify/analyze root causes, and implement corrective actions; to perform preventive maintenance actions including system back-ups, error log reviews, database size and integrity checks.
  • Knowledge of changing technologies and ability to accurately assess long-range requirements to plan for improvements for IT Services utilizing Army CHESS for software and hardware requirements.
  • Knowledge of IT Services and Applications.
  • Knowledge of applicable software such as Microsoft Windows OS's, Microsoft Office, ActivClient, PowerShell, LINUX and other software development applications.
  • Knowledge of cloud infrastructures, Infrastructure-as-a-Service (IaaS), Platform-as-a-Service (PaaS), Software-as-a-Service (SaaS), and infrastructure-as-code; containerization technologies and application (Docker/Kubernetes); Identity and access management; Cybersecurity policies and procedures.
  • May be required to present oral and written reports and recommendations.

Qualifications

  • Minimum 3-5 years of experience as a system administrator with a comprehensive knowledge of the major duties and responsibilities required for the position
    Minimum active unexpired IAT-III or IAM-II certification, IAW DoD 8570.01-M, DoDD 8140, or the latest authoritative policy.
    Top Secret Security Clearance with the ability to obtain sensitive compartmented information (SCI) access.

Desired Qualifications:
  • Preferred: Experience in VMWare and VDI.
    CASP Certification.
