Delta Solutions & Strategies is seeking a Knowledge Management (KM) expert to join our team at Vandenberg SFB. The Knowledge Management (KM) expert is responsible for developing and executing strategies that enable the effective creation, organization, sharing, and application of knowledge across S4S. This position ensures mission data, lessons learned, and institutional expertise are captured, curated, and made readily accessible to support informed decision-making and operational continuity. The KM expert serves as a focal point for integrating KM principles into daily operations, exercises, and mission activities to enhance collaboration, innovation, and efficiency across the organization.

What you will be doing:
- Develop and implement organizational knowledge management strategies, frameworks, and plans aligned to mission objectives and leadership intent.
- Establish and maintain KM policies, SOPs, and governance structures ensuring consistent application across S4S.
- Identify, capture, and catalog institutional knowledge, including lessons learned, best practices, and critical mission data.
- Design and implement knowledge retention strategies, including turnover documentation, exit interviews, and succession planning for departing personnel.
- Foster collaboration through the establishment and sustainment of Communities of Interest (COI) and Communities of Practice (COP).
- Facilitate workshops, knowledge-sharing sessions, and working groups across functional, organizational, and coalition lines.
- Liaise with internal and external stakeholders to reduce information silos and promote integrated mission understanding.
- Curate and organize authoritative documents, SOPs, TTPs, and institutional guidance to ensure accuracy, accessibility, and version control.
- Conduct audits of digital knowledge repositories to eliminate redundancy, remove outdated materials, and maintain information integrity.
- Design and maintain intuitive knowledge structures within platforms such as SharePoint, Confluence, or equivalent KM systems to enable efficient information retrieval.
- Promote KM tools, practices, and training that help personnel locate and apply critical information effectively.
- Integrate KM processes into operational workflows including planning, exercises, operations, acquisitions, sustainment, and COOP functions.
- Support After-Action Reviews (AARs), incident response efforts, and exercise debriefs by capturing, structuring, and disseminating mission insights.
- Identify organizational knowledge gaps and recommend process, technology, or policy solutions to close them.
- Educate staff on KM policies, tools, and best practices to strengthen information stewardship and collaboration culture.
- Provide real-time knowledge coordination and documentation support during exercises or real-world operations.
- Perform Records Management (RM) functions and coordinate RM compliance requirements across the organization.
- Collaborate with cybersecurity and IT teams to ensure knowledge systems comply with data protection, classification, and access control standards.
- Maintain and monitor metrics that measure KM effectiveness, usage, and system performance, reporting findings to leadership with recommendations for improvement.
- TS/SCI Security Clearance
- Minimum of at least three years of experience in knowledge management roles supporting the Department of Defense or equivalent environments, including site architecture, permissions management, KM governance, operational tool support, performance tracking, and end-user training.
- Bachelor's degree in a relevant field such as Information Management, Communications, or Business Administration, or an equivalent combination of education and experience.
- CompTIA Security+ or (ISC)² SSCP certification required.
- Ability to manage both classified and unclassified information in accordance with DoD information management and security policies.
- Strong written and verbal communication skills to support documentation, training, and collaboration across multiple functional areas.
- Demonstrated ability to manage enterprise-level KM platforms and content lifecycle processes.
