One Federal Solution is seeking an experienced Program Manager (PM) to serve as the Contractor's authorized representative for the technical and administrative execution of work under the PAMSS contract in support of a government client. The Program Manager acts as the primary interface between OFS and the Contracting Officer's Representative (COR), ensuring all tasking is performed within contractual scope, schedule, cost, and quality requirements. This role requires leadership of complex, multi‐task assignments and coordination of personnel across multiple functional areas and locations.
Program Manager Key Duties and Responsibilities
• Serve as the primary point of contact to the COR and execute technical direction within the scope and terms of the contract; elevate contractual matters to the Contracting Officer as required.
• Provide coordinated leadership across multiple Task Assignments (TAs), including assignment of Task Assignment Managers and integration of Subject Matter Experts (SMEs).
• Manage staffing, scheduling, and performance across concurrent and dynamic task assignments.
• Oversee the development, quality assurance, and timely submission of all required contract deliverables, including Monthly Technical Progress Reports, Cost Reports and Invoices, Quarterly Progress Reports, and 75% Funding Status Notifications.
• Ensure accurate and timely voucher submission through the Vendor Inquiry Payment Electronic Reporting System (VIPERS) and resolution of supporting documentation issues.
• Maintain consistent contract oversight and level of effort regardless of fluctuations in active task volume.
• Ensure compliance with security, clearance, training, and information assurance requirements for all assigned personnel and facilities.
• Manage performance across approved places of performance, including government facilities, field offices, and authorized contractor locations.
• Manage travel and Other Direct Costs (ODCs) in accordance with Task Assignment requirements, federal travel regulations, and prior COR approval.
• Observe level‐of‐effort limitations (not to exceed 40 hours per week unless authorized) and manage overtime only with prior approval.
Program Manager Required Qualifications
• Minimum of eight (8) years of federal government program management experience
• At least two (2) years of experience managing programs supporting government clients
• Demonstrated experience managing programs supporting 50 or more FTEs
• Bachelor's degree required
• Project Management Professional (PMP) certification preferred
• Proven ability to lead multi‐task, multi‐location programs
• Strong leadership, communication, stakeholder engagement, quality assurance, and reporting skills
• Active DOE Q‐level security clearance
Additional Information
The Program Manager must be available to work on‐site in Idaho Falls, Idaho, with travel as required by Task Assignments. Limited telework may be authorized on a task‐by‐task basis with government approval and within contract guidelines.
