Chief Engineer (Integrated Broadcast System Network Expansion)

Program Description:
The Integrated Broadcast System (IBS) is a mission-critical intelligence dissemination capability used to rapidly distribute time-sensitive operational intelligence and data to authorized users across multiple agencies, commands, and partner nations. This specific role supports the IBS Network Expansion effort, which is focused on onboarding new producers and consumers of IBS data — including partners beyond FVEY — while ensuring information is delivered with minimal latency, at the correct classification/releasability, and through approved cross-domain pathways. Because the environment involves different networks, security boundaries, and multinational policies, the program requires deep systems architecture and cross-domain expertise rather than traditional enterprise networking. The role is a senior technical lead position that blends engineering ownership with stakeholder coordination across government, leadership teams, and foreign partners.


Day to Day Responsibilities:

Lead the technical design and architecture for expanding the Integrated Broadcast System (IBS) network to onboard new users and intelligence producers
Engineer global dissemination pathways to deliver time-sensitive operational data with minimal latency and maximum reliability
Gather and translate requirements from U.S. stakeholders and coalition/foreign partners (including partners beyond FVEY) into implementable technical designs
Develop and maintain architecture documentation, design diagrams, risk logs, dependencies, and execution timelines
Perform analyses of alternatives (AoA) to evaluate hardware/software solutions supporting IBS expansion and scalability
Ensure dissemination and access controls comply with classification, releasability, and disclosure policies (FVEY/REL requirements)
Support cross-domain data movement and sustainment, including work with Radiant Mercury Cross Domain Solution (CDS)
Coordinate with IBS-X leadership and Executive Agent staff to align technical execution with mission and operational priorities
Support equipment planning, procurement, and repair efforts with select partner nations as needed


Required Skills:
10 years of experience in design, architecture, and engineering of complex distributed intelligence information systems
Specific knowledge of architecture relevant to production and use of IBS
Extensive knowledge of multi-nation requirements, methods, and communication
Expertise in FVEY/REL classification requirements, practices, and disclosure policies
Expertise in Radiant Mercury CDS
Expertise in interactive broadcast analysis
Experience in pattern of life analysis
