Position Description Summary:
The Program Manager (PM) will provide leadership and oversight for a multidisciplinary team delivering essential administrative and management support services to the U.S. Department of Energy Idaho Operations Office (DOE-ID) and the DOE Headquarters Office of Nuclear Energy (NE). This role requires a demonstrated understanding of the unique operational environment of DOE-ID and DOE-NE, including the mission, priorities, and regulatory framework supporting DOE’s nuclear science and technology applications.
The PM will be responsible for ensuring continuity and high performance of historically critical support services—ranging from specialized legal, human resources, and program management support to complex agreements and coordination activities—provided through a blend of government and contractor resources. This position plays a critical role in enabling federal staff to remain focused on core technical, scientific, and policy responsibilities while ensuring administrative excellence, regulatory compliance, and effective stakeholder coordination.
Responsibilities:
• Serve as the primary point of contact for DOE-ID and DOE-NE leadership for all contracted administrative and management support services.
• Lead, manage, and mentor a team of professionals providing support across multiple functional areas, including program management, agreements management, human resources, legal coordination, and other administrative disciplines.
• Demonstrate a strong understanding of DOE-ID and DOE-NE missions, particularly as they relate to nuclear science, technology development, and associated programmatic support requirements.
• Ensure seamless continuity of services during this recompete effort, maintaining institutional knowledge and minimizing disruption to ongoing operations.
• Oversee planning, execution, performance tracking, and reporting for all support activities, ensuring alignment with DOE priorities and contractual requirements.
• Ensure compliance with applicable federal regulations, DOE orders, policies, and procedures.
• Coordinate effectively with a wide range of stakeholders, including federal staff, contractors, and external partners, in a complex and fast-paced operational environment.
• Provide flexible, responsive support that adapts to changing priorities, workload fluctuations, and evolving workforce needs within DOE-ID and DOE-NE.
Skills & Experience:
Required Qualifications:
• Minimum of 8+ years of experience in program management or a closely related role, preferably supporting federal agencies.
• Demonstrated understanding of the DOE environment, particularly DOE-ID and/or DOE-NE operations, missions, and administrative support needs.
• Excellent written and verbal communication skills, with the ability to communicate clearly and professionally with senior federal leadership.
• Strong management, organizational, and leadership skills, including experience managing multidisciplinary teams.
• Proficiency with word-processing and integrated software applications, including the Microsoft Office Suite.
• Proven ability to perform detail-oriented work while managing multiple tasks and priorities simultaneously.
• Desired Qualifications:
• Prior experience working directly within a DOE or similar federal environment.
• Strong ability to read, interpret, and apply policies, regulations, contracts, and procedural documents.
• Demonstrated success working in a fast-paced, mission-driven environment with rapidly shifting priorities.
• High level of comfort with multitasking, problem-solving, and adapting to evolving operational demands.
