Background Information:

This full-time position supports the Telemetry Engineering Team at the Atlantic Test Range (ATR) in Patuxent River, Maryland. ATR is the Navy's East Coast open-air test range and provides real-time test and evaluation (T&E) services including data acquisition, instrumentation, data analysis, recording, test management, and airspace management to DoD and commercial customers. ATR deploys complex, cutting-edge, one-of-a-kind instrumentation and this position will be immersed in a fast-paced, rewarding technical environment at the forefront of naval T&E.

Duties and Responsibilities:
  • Provides senior-level systems engineering leadership and oversight for major technology upgrade programs, specifically focusing on the planning, design, and implementation activities of a next-generation telemetry processing system.
  • Applies extensive experience from previous large-scale system upgrade programs to guide and mentor engineering teams through complex system enhancement processes, ensuring adherence to established methodologies and best practices.
  • Develops, reviews, and maintains comprehensive technical documentation including system requirements, design specifications, test procedures, and implementation plans for major technology upgrades and future operational use.
  • Leads administrative and process-driven aspects of program management while coordinating with technical teams to ensure an integrated approach to system development and deployment.
  • Supports Investment and Management (I&M) submission processes for Program Objective Memorandum (POM) requirements by ensuring program build-up activities align with submission standards and organizational objectives.
  • Plans, organizes, and executes program milestone reviews and technical assessments to maintain project schedules and deliverable quality.
  • Provides strategic guidance on approach methodologies for major system upgrades and enhancements based on proven experience with similar large-scale technology implementations.
  • Mentors and trains junior engineering staff on systems engineering processes, documentation standards, and program management procedures.
  • Coordinates cross-functional activities between administrative, technical, and operational teams to ensure seamless program execution and knowledge transfer.
  • Maintains accountability for program deliverables and ensures compliance with organizational policies, standards, and procedures throughout the system development lifecycle.

Educational, Experience, and Skill Requirements:
  • MS Degree in a systems engineering discipline or in a related discipline such as physics, mathematics, or computer science from an accredited college or university.
  • A minimum of 10 years of work experience performing the stated or similar function.
  • In lieu of a MS Degree, a BS Degree and a total of 14 years of work experience in performing the stated or similar function.
  • A minimum of 4 years of the stated total experience must include performing systems engineering functions with respect to real-time data collection, engineering analysis, data reduction, or mathematical/statistical analysis. The individual's experience must demonstrate the ability to plan and conduct work characterized by clear and specified objectives, and to resolve minor deviations in the assignment. The individual's experience must demonstrate ability to conduct investigation of large and complex systems engineering problems, and make sound recommendations relevant to the analysis and testing of systems.
  • Must possess a valid driver's license and successfully pass drug screening

Security Clearance:
  • Currently hold or be able to obtain and maintain the proper US DoD issued security clearance, which requires US Citizenship. Security clearance eligibility may be discussed during the interview phase.
  • Employment and start date is contingent upon the candidate receiving the required US DoD issued interim security clearance

Work Conditions:

Conditions will vary. Most work is performed in enclosed buildings, but some outside work may be required. Work will include sitting, standing, walking, lifting, and reaching. Able to lift 50 lbs unassisted. Vision abilities needed to perform this job include close vision, depth perception, and the ability to adjust and focus.
