SMX is seeking a Deputy Task Order Program Manager (DTOPM) to work as part of an integrated Program Management Office (PMO) on the Monitoring, Analysis, Reconnaissance, Logistics, Intelligence, and Network Services (MARLINS) contract within the Global Defense business unit of SMX. The DTOPM serves as the primary advisor to the MARLINS TOPM, is the #2 leadership position on MARLINS, and acts on the TOPM's behalf when not available. The DTOPM supports day-to-day operations of MARLINS projects and provides supervision and oversight to assigned Lead Program Managers and other MARLINS members. The DTOPM contributes to MARLINS PMO level tasks to include deliverables, process improvement, and issue resolution. The DTOPM will also provide subject matter expertise for USSOUTHCOM mission operations and ensure mission objectives are met from an operational perspective. In addition, the DTOPM will contribute to SMX business development and proposal development as required.
This position is located onsite at USSOUTHCOM in Doral, FL with travel to CONUS and OCONUS locations. DoD TS/SCI clearance is required.

Essential Duties & Responsibilities
- Provide leadership and program management for the Task Order portfolio and provide oversight/supervision to assigned Lead Program Managers
- Serve as a key interface to Task Order stakeholders including government and industry members and act on the TOPM's behalf when the TOPM is not available
- Contribute to MARLINS PMO functions to include process improvements, award fee inputs, program documentation, deliverables execution, and address Task Order wide issues
- Conducts operational planning, execution and evaluation of multi-faceted program that requires collaboration with customers to identify new project opportunities
- Establishes and maintains effective working relationships with the Government program managers
- Identify new business opportunities and contribute to SMX proposal efforts
- Perform hiring activity to include requirements definition, interviews, and on-boarding actions
- Executes and monitors Task Order activities to ensure compliance with Government deliverables
- Executes Task Order risk management process
- Coordinates cross-functional meetings of personnel related to the Task Order
- Establishes communications with SOUTHCOM and other COCOM customers
- Leads project performance review meetings and discussions
- Provides support to the Contract Manager for operational direction and oversight
- Ensures that contract service, quality, and performance requirements are met and compliance with standard operating procedures (SOP) is maintained
- Advises the Contract Manager of any contractual issues that may result in Contracting Office action and of any anticipated or proposed adverse personnel actions
- Works cooperatively with the Contract Manager in developing short- and long-range goals, objectives, policies and operating procedures in accordance with contract parameters
- Works with team to problem-solve and facilitates issue resolution
Required Skills & Experience
- Security Clearance: Top Secret with SCI eligibility
- Bachelor's degree in technical or business related discipline
- 10+ years of project management experience
- Program Management Institute (PMI) Project Management Professional (PMP) (preferred) or Defense Acquisition Workforce Improvement Act (DAWIA) Level II Program Management Certification
- Experience with US Combatant Commands
- A minimum of 5 years' experience with operations management within major commands and/or the military intelligence community
- A minimum of 5 years of experience managing operations and direction personnel under a contract that is similar in scope and complexity to the USSOUTHCOM MARLINS TO
- Experience and knowledge of government funding types, funding execution, government budget process, and MIPRs
- Experience working in Central and South America
- Significant experience in developing requirements, evaluating proposals, and overseeing subcontractor performance and compliance
- Experience managing multiple projects, prioritizing tasks, and providing oversight to other Project Managers
- Deep understanding of project management principles to effectively manage cost, schedule, and scope
- Be able to handle shifting priorities and possess excellent time management skills to complete tasks within required timeframes with no supervision
- Excellent supervisory skills to motivate and delegate to junior and peer personnel as required
- Strong communication skills to interact with stakeholders
- Ability to manage project budgets, identify financial issues, and develop Rough Order of Magnitudes (ROMs)
- Knowledge of process improvement techniques and ability to direct improvement initiatives
