Job Summary
B&A is looking for a Declassification Specialist to support the Naval Nuclear Propulsion Program (NNPP) at Naval Reactors Headquarters (NRHQ) in Washington, DC. This role is responsible for performing detailed declassification reviews of sensitive NNPP records in accordance with Executive Order 13526, ensuring proper handling, disposition, and protection of Naval Nuclear Propulsion Information (NNPI).

Job Summary
B&A is looking for a Declassification Specialist to support the Naval Nuclear Propulsion Program (NNPP) at Naval Reactors Headquarters (NRHQ) in Washington, DC. This role is responsible for performing detailed declassification reviews of sensitive NNPP records in accordance with Executive Order 13526, ensuring proper handling, disposition, and protection of Naval Nuclear Propulsion Information (NNPI).
Responsibilities
- Perform declassification reviews with minimal supervision.
- Directly support Naval Reactors at NRHQ.
- Identify and properly handle NNPP and NNPI materials.
- Conduct systematic reviews of classified and controlled records.
- Perform FOIA, Mandatory Declassification Review (MDR), litigation, referral, and public utterance reviews.
- Execute Go / No-Go reviews and records management evaluations.
- Recognize interagency equities and initiate proper referrals.
- Develop and maintain SOPs, guides, processes, and procedural documentation.
- Support and participate in audits, including travel to shipyards as required.
- Complete administrative tasks including grading, research, data collection, and program analysis.
- Review training materials and contribute to training development.
- Download, transmit, and manage documents and records as required.
- Coordinate daily with Naval Reactors to prioritize workload.
- Conduct daily management check-ins.
- Produce weekly written status and accomplishment reports.
- Work collaboratively with peers and Naval Reactors staff.
- Build and maintain professional working relationships with Naval Reactors.
Education and Experience
- Bachelor's degree required.
- Four or more years of experience in declassification, records management, or NNPP support.
- Additional years of experience may substitute for education.
- Completion of specialized training in EO 13526 requirements.
- Experience using classification and clarification guides.
- Experience with information bracketing and SOP compliance.
- Department of Energy training with certification as a Historical Records Review Declassification Reviewer (HRRDR).
- FMP training with certification as a Derivative Classifier or ability to obtain.
- Ability to obtain NNPP Derivative Classifier qualification.
Required Skills
- Advanced reading comprehension and analytical skills.
- Strong understanding of NNPP, NNPI, and Naval Reactors operations.
- Advanced writing skills for policies, procedures, and technical documentation.
- Proven ability to work independently with limited oversight.
- Strong leadership and professional judgment.

- Ability to identify efficiencies, inconsistencies, and improvement opportunities.
- Training development and instructional capability.
- Strong organizational and workload management skills.
- Proficiency with Microsoft Office applications.

- Ability to review paper documents and work on a computer up to 8 hours per day.
- Willingness and ability to travel as required.
