Job Summary :
The MARSOC RAVEN Operations Exercise Planner IV will plan and execute component exercise programs to include running the Joint Exercise Life Cycle (JELC) planning events as necessary to ensure the exercise is meaningful to the participating Warfighters.
Provide support to accomplish the following :
• Plan, organize, and build major command exercise planning schedules for the MARSOC Component exercise program.
• Assist in the development of selected exercise related databases.
• Implement SOF and joint policy and doctrine during exercise planning and execution.
• Coordinate exercise participation with government and non-government organizations, joint and coalition military forces, and DOD agencies.
• Participate in exercise planning conferences and deploy to exercise locations during execution.
• Assist and coordinate in the development of the exercise scenario.
• Coordinate Modeling and Simulations (M&S) requirements for component supported exercises.
This includes, but not limited to :
• Planning exercise test events, supporting communications and networks, developing Plan of Actions and Milestones (POA&M) items for M&S, and monitoring execution of M&S events.
• Conduct research on current world situation and analysis of training manuals, lessons learned, and tactics, techniques, & procedures (TTPs) to prepare training objectives for the Unit Readiness Exercise (URX) program.
• Develop and manage a library of scenarios that can be re-used in subsequent URX rotations.
• Support the development, coordination, and publishing of the exercise After Action Report.
• Prepare and deliver oral presentations, written correspondence, training sessions, consultations, and strategy sessions with other staff service functions and activities to secure cooperation, resolve controversial matters, and convey information relative to proposed changes in assigned exercises and projects.
• CONUS and OCONUS travel required as necessary.
• Travel is usually no longer than 14 days in duration.
• Serve as a Role Player as necessary during RAVEN exercise execution.
• Support the planning and integration of OPFOR/SITFOR role players.
• Lead the execution of all MSEL conferences designed to develop the exercise scenario.
• Develop and coordinate the planning effort associated with integrating Opposition Forces (OPFOR) into SOF supported exercises.
• Make operational planning recommendations to the MARSOC G-7 via the MARSOC G-7 exercise officer.
• Provide academic, analytical and action officer expertise to represent MARSOC at conferences, teleconferences, video teleconferences and other forums as required.
• Provide analytical, academic and action officer expertise to support the planning, coordination and execution of training events involving other federal, Department of Defense agencies and sister service organizations.
• Provide analytical and action officer expertise to enable the planning, coordination and provision/scheduling of resources and infrastructure to support major rehearsal exercises, operations and other training evolutions.
• Provide training and analytical expertise to support planning, scheduling and execution of exercises, operations and other evolutions to include coordinating exercise logistics support with higher, adjacent and subordinate commands'/organizations.
• Provide subject matter expertise to MARSOC G-7 to plan and design exercise scenarios.
• Provide SOF expertise (knowledge of TTPs) to devise and produce special operations and Other Coalition Forces (OCF) exercise scenarios, modeling and Joint Master Scenario Event List (JMSEL) events designed to stimulate integration, synchronization, de-confliction, and battle-space management at all levels.
• Provide subject matter expertise to coordinate SOF OPFOR plans with Intel and script writers for integration into the overall scenario, and coordination of live OPFOR requirements.
• Provide analytical, training and administrative expertise to support the research, development and promulgation of official correspondence, i.e. Policy Letters, Operation Orders, Exercise Directives and coordinating instruction
Requirements
Experience and Education :
• B.S. Degree required, Masters desired.
• Graduate of Command and General Staff College, Senior Enlisted Service School, or an equivalent 10 years of relevant SF experience.
• Former SOF Officer, Senior Non-Commissioned Officer, or Warrant Officer (desired) with at least 3 years of recent SOF experience relevant to current operations (required).
• Well versed in JSOTF operations, SOF doctrine and TTPs (required). Familiar with exercise planning and execution including the development of training scenarios and Master Scenario Events Lists (MSELs) (highly desired).
• Working knowledge of JADOCs, C2PC, PFPS, Falcon View, JMTK, IWS, MIRC, SOF Tools, SOMPE, and additional mission planning, collaborative, and computer based simulation capabilities (highly desired).
