Job Description
Job Title: Data Program Manager
Location: Bethesda, MD
Clearance Required: Active TS/SCI with CI Polygraph
What You Will Do
- Lead IC-wide data management and governance programs aligned with the IC Data Strategy, IC IE Data Strategy, and ODNI priorities.
- Develop and execute multi-year strategic roadmaps to improve data governance, metadata management, data sharing, and data interoperability across IC elements.
- Coordinate closely with IC Chief Data Officers (CDOs), mission owners, program executives, and technology leaders to align data initiatives with enterprise and mission outcomes.
- Oversee the implementation of:
- Data standards and governance policies
- Data lineage, provenance, and traceability
- Zero Trust data protection and access control principles
- Manage program schedules, milestones, risks, budgets, and performance reporting in alignment with:
- IC Capability Requirements Process
- Federal acquisition and lifecycle management practices
- Facilitate cross-agency stakeholder engagement across ODNI, DoD, and IC mission partners to drive alignment, adoption, and change management.
- Support data workforce development initiatives, including data literacy programs, role definitions, and adoption of a data-centric operating model.
- Monitor and ensure compliance with IC Directives and policies (e.g., ICD 501, ICD 121, ICD 115), and alignment with:
- IC IT Ecosystem
- Intelligence Community Data Services (ICDS)
- Services of Common Concern (SoCC)
- Establish and track program KPIs, maturity models, and executive dashboards to measure progress, adoption, and mission impact.
- Prepare and deliver executive-level briefings, program documentation, governance artifacts, and strategic reports for senior IC leadership.
What You Will Need
- Active TS/SCI clearance with CI Polygraph (required at time of hire).
- Bachelor's degree in, Information Systems, Public Administration, Data Science, Engineering, or related field.
- 10+ years of experience in program management, data governance, enterprise data initiatives, or architecture within the Intelligence Community or federal government.
- Proven experience leading large-scale, multi-stakeholder programs across agencies or organizational boundaries.
- Strong understanding of IC data policies, governance models, and enterprise planning, including:
- IC Data Strategy
- Data governance frameworks (e.g., DMBOK, VAULTIS)
- IC and federal data sharing principles
- Experience managing program execution artifacts, such as:
- Integrated master schedules
- Risk and issue registers
- Budget tracking and performance reporting
- Ability to translate technical data initiatives into mission and business value for senior stakeholders.
- Strong communication, facilitation, and executive-level briefing skills.
What Would Be Nice to Have
- Master's degree in Data Management, Systems Engineering, Public Policy, or related field.
- PMP, PgMP, or equivalent program management certification.
- CDMP, TOGAF, or other data governance / architecture credentials.
- Familiarity with:
- IC Capability Requirements Process (ICD 115)
- IC Enterprise Architecture and IE Data Strategy
- Experience supporting ODNI-led or IC-wide transformation efforts.
- Experience integrating data governance programs with:
- Zero Trust architecture
- Secure IC cloud or hybrid environments
- Experience managing or overseeing tools such as:
- Data catalogs and metadata repositories
- Data lineage and governance platforms
- Executive dashboards and performance reporting tools
