Job Description:
The Supervisor / Pass & ID Manager leads day‑to‑day operations of ONI's Pass & Identification (ID) functions at the NMIC, ensuring strict compliance with ONI, DON, and DoD security policies, credentialing standards, and access control procedures. This role oversees staffing, training, scheduling, quality control, and customer service for the Visitor Center and Pass & ID Office (Badge Office) (Monday-Friday, 0600-1500), and manages issuance, retrieval, inventory, and auditing of badges, keys, access cards, and parking tags. The manager enforces identification procedures, operates credentialing systems (e.g., AccessNsite, DBIDS, Salto).

Primary Duties and Responsibilities:
  • Operational Leadership & Staffing
    • Lead and supervise Pass & ID Specialists (2 FTE) to meet daily post coverage (Visitor Center and Badge Office, Mon-Fri 0600-1500). Plan and adjust staffing schedules.
    • Implement short notice personnel replacement procedures to ensure uninterrupted mission support; manage attendance, uniform inspections, and on the job training (OJT) compliance.
    • Serve as the on-site point of contact for operational issues; coordinate with PM/Alternate PM, COR, and Sponsor for problem resolution and surge staffing (including one weekend reserve drill day per month).
  • Credentialing & Access Control
    • Oversee production, issuance, retrieval, and inventory of badges/credentials, keys, access cards, and vehicle tags; maintain and update access privileges in NMIC systems.
    • Operate and administer ONI/DON/DoD Access Credentialing System(s) of record (e.g., AccessNsite, DBIDS, Salto); ensure accurate data entry and privacy/PII protections.
    • Enforce ONI personnel identification procedures and access rules; monitor compliance and correct/report unsafe or noncompliant conditions.
  • Visitor Management & Monitoring
    • Direct monitoring of uncleared personnel (visitors/workers) to prevent unauthorized exposure to classified information or secure areas; maintain accountability of personnel and property entering/leaving NMIC.
  • Digital Fingerprinting Operations
    • Supervise digital fingerprinting collection and submission using Government provided equipment; ensure staff complete specialized training and meet federal standards.
  • Compliance, Safety & Conduct
    • Ensure Pass & ID staff adhere to ONI appearance standards, identification display requirements, and professional conduct; initiate disciplinary actions for neglect of duties.
    • Maintain safety practices; immediately report accidents/property damage and submit required written incident reports to COR/Safety Office.
  • Reporting & Deliverables
    • Contribute input to Monthly Status & Financial Reports and Annual/Final Reports (e.g., staffing levels, operational statistics, inventories, incidents, improvements).
    • Maintain monthly service certifications: location, personnel, start/finish times, total hours; reconcile discrepancies with PM.

Required Qualifications:
  • Excellent interpersonal and customer service skills; professional conduct in all communications with Sponsor and interagency partners.
  • Experience: Minimum 5 years as a U.S. Government Pass & ID Manager or Supervisor, with proven capability to implement short notice replacement procedures and manage day to day post activities and personnel requirements.
  • Strong decision‑making, judgment under time pressure, and problem resolution; ability to act independently and decisively.
  • Proficiency in policy enforcement, incident reporting, and compliance with ONI/DON/DoD directives (esp. security, safety, PII protection).
  • Competence in quality control, inventory management, and accountability for Government property and credentials.
  • Ability to train, coach, and evaluate staff; conduct orientations and periodic reviews to maintain ACP compliance.

Desired Qualifications:
  • Mastery of credentialing & access control operations, including AccessNsite, DBIDS, Salto, badge printers, and digital fingerprint systems.
  • Completion of Government IA training/certification per DoD 8570.01 M prior to system duties; annual Cyber Awareness training; SAAR N submission for network access (after hire).

Education Requirements:
  • High school diploma or GED minimum.

Security Clearance Requirements:
  • U.S. Citizenship with no Foreign Contacts
  • Active TS/SCI; must maintain SCI eligibility (SSBI/T5/T5R), comply with ICD 704, and meet Sponsor nomination/briefing requirements.

  • Must be able to sit or stand at a workstation for extended periods.
  • Occasional standing while working in server rooms or at patch panels.
  • Manual Dexterity required for connecting cables, configuring devices, and handling small tools or components.
  • Must be able to view computer screens for long periods.
  • Ability to distinguish color-coded cabling and indicator lights.
  • May require walking between different buildings or workstations.
  • Must be able to communicate clearly with technical teams and end-users.
  • May need to hear alarms, server beeps, or equipment noises indicating issues
