Job Description:
The IT Lab Manager oversees all aspects of ONI's modernization lab operations, ensuring secure, efficient, and compliant execution of global network modernization initiatives. This role combines leadership and technical expertise, including DoD 8140-compliant systems administration skills, to manage personnel, schedules, resources, and ensure adherence to DoD and ONI security standards.

Primary Duties and Responsibilities:
  • Direct daily operations of the IT lab, including scheduling, resource allocation, and workflow optimization.
  • Coordinate modernization testing, integration, and validation activities for global network components.
  • Ensure compliance with ONI security policies, DoD directives, and cybersecurity standards.
  • Manage inventory of hardware/software assets and maintain configuration control.
  • Serve as primary liaison with ONI leadership, COR, and project stakeholders.
  • Provide technical oversight for system builds, patching, and secure configurations in accordance with DoD RMF and STIGs.
  • Apply DoD STIGs, DISA benchmarks, and implement secure configurations for servers and network devices.
  • Support accreditation efforts by maintaining system baselines and documentation for ATO packages.
  • Maintain detailed system diagrams, configuration guides, and change management records.

Required Qualifications:
  • DoD 8140 baseline certifications (e.g., Security+, CISSP, or equivalent) required.
  • Advanced administration experience with Windows Server, Linux (RHEL/CentOS), and virtualization platforms (VMware/Hyper-V).
  • Experience planning and executing patch cycles for OS and applications; maintaining compliance with DoD vulnerability management standards.
  • Active Directory management experience; Group Policy, DNS, DHCP, and enforcing least privilege principles.
  • Experience configuring VLANs, firewalls, and troubleshooting connectivity issues in lab or production environments.
  • Risk Management Framework experience, including security control implementation and evidence collection.
  • Incident Response and forensic analysis and remediation of security incidents within a lab environment.

Desired Qualifications:
  • PMP or ITIL certifications desirable.
  • AWS Certified SysOps Administrator, Microsoft Azure Administrator, or similar certifications.
  • PowerShell and Bash script development experience for system provisioning, configuration, and compliance checks.
  • Familiarity with NAWCAD/NAWCWOLF Engineering and operations processes and programs.
  • Experience in DoD or IC environments is strongly preferred.

Education Requirements:
  • Bachelor's or Master's in Cloud Technologies, Computer Science, or related field (highly preferred).
  • Bachelor's Degree may be substituted with High School Diploma with minimum 8 years relevant experience.

  • TS/SCI

Physical, Work Environment & Conditions:
  • Typical office environment:
  • Must be able to sit or stand at a workstation for extended periods.
  • Occasional standing while working in server rooms or at patch panels.
  • Must be able to lift and move moderately heavy equipment (e.g., routers, switches, servers) typically up to 30-50 pounds.
  • Manual Dexterity required for connecting cables, configuring devices, and handling small tools or components.
  • Must be able to view computer screens for long periods.
  • Ability to distinguish color-coded cabling and indicator lights.
  • Must be able to climb ladders or crawl in tight spaces for cable runs or equipment installation.
  • May require walking between different buildings or workstations.
  • Must be able to communicate clearly with technical teams and end-users.
  • May need to hear alarms, server beeps, or equipment noises indicating issues
