Duties

As a FOOD SERVICES ASSISTANT (TITLE 32), GS-1603-5/6/7, you will assist the Food Service Manager in managing and providing oversight of the ARNG State Food Service Program.

Major Duties - This is NOT an all-inclusive list:
  • Perform work in direct support of the Food Services Program.
  • Maintain pertinent regulations, policies, and precedents which affect the use of program and related support resources (people, money, equipment) in the food service program.
  • Perform food service in support of state and Federal National Guard operations, training, readiness missions, natural disasters, and Homeland Defense/Defense Support of Civil Authorities (HLD/DSCA).
  • Assist in the scheduling, developing, conducting, and coordinating training for food service personnel particularly in the areas of sanitation and management reporting.
  • Provide technical advice and guidance to subordinate units on all food service matters.
  • Order supplies for food service and in other function areas
  • Track and record accountability and use of food service resources for mission support, such as food service automation; analytical data to support cost and effect of food service operations across the state.
  • Annual Training support; activation/inactivation; mobilization/demobilization; contingency, natural disaster, and exercise planning.
  • Track and assist in the monitoring of food service expenditures to insure compliance with financial policies and procedures.
  • Assist and perform assistance visits to supported units.
  • Visit include inspections of units/activities to insure compliance with regulations and to identify systemic problems, review and assist with record keeping, requisitioning, management, sanitation, equipment serviceability, safety and food preparation.

  • This is an excepted service position that requires membership in the Illinois National Guard and in the military grade listed in the announcement. This is required prior to the effective date of placement. If you are not sure you are eligible for military membership, please contact a National Guard recruiter prior to applying for this position.

  • This position is covered by the Domestic Violence Misdemeanor Amendment (30 Sep 96) of the Gun Control Act (Lautenberg Amendment) of 1968. An individual convicted of a qualifying crime of domestic violence may not perform the duties of this position.
  • IAW The Fair Chance Act, Agency employees may not request criminal history information at the point of initial application, upon receipt of an application, or prior to, during or after a job interview. If an Optional Form (OF) 306, Declaration of Employment is submitted prior to the point of a conditional offer, questions related to background information section may not be asked.
  • Irregular and/or overtime (compensatory) hours may be required to support operational requirements or contingencies or may be required to work hours outside of the normal duty day.

Qualifications

AREA OF CONSIDERATION: The areas of considerations for this position, Title 32 Excepted Service (32 U.S. Code § 709), will be in the following manner and sequence,
  • The FIRST area of consideration for this position will be all excepted permanent and indefinite temporary technicians within the ILNG.
  • The SECOND area of consideration will be all current Federal Employees.
  • The THIRD area of consideration will be all Federal re-employment eligible.
  • The FOURTH area of consideration will be applicants willing to become T32 Dual Status Technicians and gain ILNG membership.
  • The FIFTH area of consideration will U.S. Citizens.

Military Grades: Enlisted only - Maximum Rank of E7

GENERAL EXPERIENCE : MUST possess experience, education, or training which has provided you with knowledge of, and skill in applying, the full range of principles, concepts, and methods of food services; experience in written and oral communications.

Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-7 position you must have served 52 weeks at the GS-6 Level. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials.

SPECIALIZED EXPERIENCE : GS-7 Level MUST possess at least 1-year equivalent to at least the next lower grade of GS-6; experience in applying a full range of principles, concepts, and methods of food services; experience conducting food area inspections; experience with the storage and stocking food service items; experience tracking and records accountability and the use of food service resources for mission support. GS-6 Level MUST possess at least 1-year equivalent to at least GS-5; experience assisting the Food Service Manager in managing and providing support of the Food Service Program; experience in compliance with regulation, record keeping, sanitation, safety, and food preparation. GS-5 Level MUST possess at least 1-year equivalent to at least GS-4; experience assisting the Food Service Manager in managing and providing support of the Food Service Program.

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

Education

If you are using Education to qualify for this position, successful completion of 4 years of education above the high school level is creditable for the GS-5 Level. Education MUST have been obtained in an accredited business, secretarial or technical school, junior college, college or university.
