Position Summary

The Common Operational Picture (COP) Manager is a mission-critical member of the USINDOPACOM Headquarters, responsible for managing and executing 24/7 operational activities that ensure constant situational awareness and rapid response within the INDOPACOM area of responsibility (AOR). Reporting directly to the JOC Director and Operations Officer, the COP Manager supports directives from INDOPACOM, the Secretary of Defense, and the President of the United States, facilitating continuous information flow and operational coordination between the Command Center and senior leadership. This position underpins real-world crisis response, integrates command and control (C2) systems, and guides subordinate staff in delivering timely intelligence and operational support.

Day to Day Responsibilities
  • 24/7 Operations Management:
    Oversee real-time monitoring and management of operational activities and intelligence flow, ensuring uninterrupted coverage and immediate response capability for the headquarters operation center.
  • C2 Systems Oversight:
    Manage and ensure the integrity, reliability, and up-to-date configuration of C2 and COP systems critical to mission success (e.g., GCCS-J, CPOF, JADOCS).
  • Operational and Execution Order Management:
    Draft, review, and disseminate OPORDs, EXORDs, WARNORDs, and FRAGORDs in support of mission requirements and leadership directives.
  • Daily Briefing Preparation:
    Compile and present the daily briefing binder to senior leadership-typically containing the operational picture, current threat assessments, force postures, critical events, and policy updates-to ensure informed, agile decision-making.
  • Unit Coordination and Team Leadership:
    Coordinate with subordinate units for operational implementation, oversee staff participating in mission execution, and provide ongoing mentorship and skills development to enhance team capabilities.
  • Interagency and Multinational Collaboration:
    Serve as a central point of contact for information exchange and coordination with other U.S. government agencies and allied military commands, building operational synergy and unified responses.
  • Reporting and Information Flow:
    Maintain open channels of communication with the JOC Director and Operations Officer, ensuring timely updates and accurate reporting of ongoing operations, potential threats, and emergent requirements.

    Ability to rapidly distill complex, dynamic information into actionable reports for senior leaders, ensuring strategic and tactical decisions are well-informed.
  • Technical Proficiency:
    Mastery of COP, C2, and related intelligence/operations systems; adept at system maintenance, troubleshooting, and configuration.
  • Effective Communication:
    Skilled in drafting high-quality operational and execution orders and delivering oral/written briefings under tight deadlines.
  • Leadership & Mentorship:
    Demonstrated ability to supervise, train, and develop staff in a fast-paced, mission-driven environment.
  • Problem Solving & Judgement:
    Strong analytical skills to assess emerging crises, prioritize actions, and recommend solutions aligned with command intent.
  • Collaboration & Diplomacy:
    Experience building trusted relationships across interagency and multinational environments.

Required Qualifications:
  • Bachelor's degree in National Security, Operations Management, Information Systems, or related field.
  • Minimum 5 years' experience in joint/combined command operations, crisis action centers, or C2 management-preferably in a combatant command environment.
  • Advanced familiarity with COP software and C2 systems (e.g., GCCS-J, JADOCS, CPOF).
  • Demonstrated ability drafting operational and execution orders (OPORD/EXORD).
  • Experience leading and supervising staff/teams in operational settings.
  • TS/SCI

Preferred Qualifications:
  • Master's degree and/or relevant command center experience.
  • Experience in interagency/multinational information sharing or coalition operations.
  • Familiarity with U.S. and allied operational reporting protocols.
