Position Description

The Technical Consultant/Program Manager will provide program management and strategic planning support to the Office of Special Programs (OSP); to assist with multi-level CONOPS development and technology documentation (development and final product); to support programmatic activities such as Agile planning, scrums, and demonstrations; to evaluate new algorithms, image processing, and/or analytic techniques; and to evaluate the automation of new sources into the OSP. They will monitor the execution of research and development within the OSP to ensure requirements, design, and deployment of capabilities are consistent with planned objectives. This task will include support to OSP Government technical exchanges and coordination with internal and external customers.

Serve as a Senior Technical Consultant/Systems Engineer on the Granite Ghost Team, an R&D Team within the Office of Space and Sensitive Analysis (ASA) that focuses on big data analytics, alerting, enrichment of knowledge databases on adversaries, and target discovery. Additional Key duties include:
  • Coordinates with analysts to determine new alerting thread concepts, establishes parameters and target lists for alert processing, and monitors performance.
  • Engages with analysts to modify existing alerting threads, respond to questions, and research and explain unexpected alert results.
  • Consolidates analyst feedback and provides feedback to government leadership to forward to mission partners.
  • Participates in developer scrums and planning sessions to provide user perspectives, monitor progress, and help establish and clarify future work.


Day-to-day tasks include developing and executing Python scripts to access large data sets in Elasticsearch and perform data analysis. Kibana dashboards are also used for visualizing data aggregation and pattern discernment on Big Data. QGIS or ArcGIS Pro are used for fine grain data analysis and visualizations, including time series analysis.

Key Duties:

  • Provide program management and technical assistance to the OSP Mission Development Division (AYZ).
  • Support Government personnel with analysis, technical consultation, facilitation, and briefings.
  • Coordinate schedules, develop agendas, and facilitate meetings.
  • Participate in design meetings and provide independent reviews.
  • Prepare, maintain, and present research and development materials to non-technical audiences.
  • Prepare, maintain, and present reports, and briefings with the use of visual aids (graphs, charts, etc.) and draft, edit, and proofread documents for publishing.


Required - Mandatory Qualifications:

  • Specialized experience providing program management support to software engineering and development projects
  • Specialized experience providing program management support to programs with evolving software architectures
  • 2 years' experience with geospatial and analytic tools with at least two of the following platforms (Arc, MIST, GoogleEarth, RemoteView)

  • Experience managing projects using Agile software development methods
  • Experience managing projects involving cloud computing
  • Experience assessing and reviewing normalcy algorithms
  • Experience testing new software deliveries
  • Experience writing macros (Excel VBA) and scripts
