Duties

  • Provides management oversight to the budget process, including planning, programming, budgeting, allocation and execution of funds.
  • Certifies funds and coordinates the receipt of Funding Authorizations Documents (FADS) for the state ARNG Comptroller.
  • Prepares quarterly resource management reports, monthly analysis of financed orders in relation to forecasting expenses and provides narrative explanation of the causes of variances between actual and budget objectives.
  • Reviews transactions including reservations, obligations, and disbursements based on interpretation of laws, regulations, or policy.
  • Provides technical budgetary advice and assistance to federal and state agencies as requested.
  • Independently develops and implements guidelines and policies as well as management controls for effective budget execution.
  • Performs other duties as assigned.

  • This position is INDEFINITE NTE 24 months, with possible extension up to 60 months, and permanent potential.
  • Incumbent will be required to complete training in fiscal disciplines; Fiscal Law, Resource Management Information Course (RMIC), Contracting Officer Representative (COR), Automated Fund Control Order System (AFCOS).
  • Work may require access to classified information. Must be able to obtain and maintain the appropriate security clearance.
  • Irregular and/or overtime (compensatory) hours may be required to support operational requirements or contingencies or may be required to work hours outside of the normal duty day.
  • May be required to travel by car, in military and/or commercial aircraft, and by other means of transportation as appropriate to perform temporary duty assignments.
  • This position is designated as Essential Personnel and may be subject to duty in preparation for, or in response to, a state emergency or disaster declaration.
  • THIS IS A FINANCIAL MANAGEMENT Level 2 Certified position designated as such in accordance with the National Defense Authorization Act (NDAA) 2012, Public Law 112-81, Subtitle F-Financial Management, section 1051.
  • Incumbent of this position is required to comply with all Department of Defense requirements of this certification program. This certification requirement is a condition of employment for this position.
  • Failure to obtain this certification within the required time may subject the incumbent to adverse action.
Qualifications

GENERAL EXPERIENCE: Experience, education, or training involving skills in applying problem solving techniques; and skills in communicating effectively both orally and in writing. Ability to plan and organize work. Competencies in analysis, research, writing, and judgment typically gained through college education or progressively responsible experiences. Ability to follow established methods and procedures; use practical knowledge of the operations, procedures, and policies of specific program areas or functional assignment.

SPECIALIZED EXPERIENCE: 1-year specialized experience, education, or training equivalent to at least the next lower grade level. Must have experience, education, or training of finance budget competencies that provided knowledge of financial principles and procedures. Must have an excellent understanding of the basic principles and concepts of the National Guard financial budget business program requirements. Must have experiences and training that demonstrates the abilities to follow directions, to read, retain, and understand a variety of instructions, regulations, policies, and procedures.

Education

To receive credit for Education, you must provide transcripts or documentation of proof that you meet the Education requirements for this position.
You may combine education with specialized experience to meet the length of experience requirement for GS-11. Such education must demonstrate the knowledge, skills, and abilities necessary to do the line of work.

For the GS-11 level: To qualify on education alone for specialized experience applicant must have one of the following: Ph.D. or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree or LL.M., if related

Only graduate education in excess of the amount required for the next lower grade level may be used to qualify applicants for positions at grade GS-11 including for combination of education and specialized experience.
