Client: U.S. Navy / Joint System of Systems (SoS) Acquisition Program
Position Overview
We are seeking a high-caliber Program Management Support lead to provide strategic acquisition and technical advisory services to a high-priority U.S. Navy and Joint System of Systems (SoS) program. Operating within the TS/SCI environment, you will be responsible for synchronizing complex capabilities across multiple platforms and services, ensuring the program navigates the DoD acquisition lifecycle with precision.
This role requires a rare blend of deep acquisition knowledge and the ability to operate within highly classified integrated product teams (IPTs).

Key Responsibilities
• High-Level Acquisition Strategy: Lead the development of acquisition documentation (AS, LCSP, TEMP) tailored for complex SoS architectures across multiple security enclaves.
• Joint & Interagency Coordination: Serve as the primary liaison between Navy PEOs, Joint Staff (J6/J8), and IC partners to ensure synchronized delivery of interconnected systems.
• Adaptive Acquisition Framework (AAF): Expertly apply the most effective pathway (Major Capability Acquisition, Mid-Tier Acquisition, etc.) to accelerate delivery of Joint capabilities.
• Milestone Facilitation: Guide the program through rigorous statutory and regulatory requirements for major decision points, including DAB and ITAB reviews.
• Risk Intelligence: Manage complex technical and programmatic dependencies; identify "Single Points of Failure" across the SoS architecture that could impact the Joint mission.
• Executive Strategic Communication: Author sensitive "Read-Ahead" packages, white papers, and briefings for Flag Officers (GO/FO) and Senior Executive Service (SES) leaders.

Required Qualifications
• Security Clearance: Current, active TS/SCI is mandatory. Candidates without this level of clearance will not be considered.
• Experience: 7-10 years of experience in DoD Acquisition; at least 5 years supporting U.S. Navy/USAF or Joint programs.
• SoS Expertise: Proven track record of managing programs with significant external dependencies or "system-of-systems" integration requirements.
• Education: Bachelor’s Degree in a technical or business discipline; Master’s Degree preferred.
• DoD 5000/JCIDS Mastery: Expert-level understanding of the 5000-series policy and the Joint Capabilities Integration and Development System.
Preferred Skills
• Experience with Special Access Programs (SAP) or highly partitioned efforts.
• Technical understanding of Navy C4ISR, Distributed Maritime Operations (DMO), or Joint All-Domain Command and Control (JADC2).
• Prior experience in a "Front Office" or "Chief of Staff" capacity for a Navy PEO or Joint Program Office.
