Duties

Work performed is in administrative positions that manage, supervise, administer, advise on, or deliver human resources management products or services.

This position is located in the JFHQ-State Human Resources Office (HRO). The purpose of this position is to perform position classification and provide position management advisory services to both Army (ARNG) and Air National Guard (ANG) organizations and the full-time workforce within the State. Trains and provides technical assistance to lower graded specialists.

  • NATIONAL GUARD MEMBERSHIP IS REQUIRED. This is a Title 32 Technician Vacancy that requires membership in a compatible military assignment in the employing state's National Guard.
  • Selectee will be required to wear the military uniform.
  • Acceptance of an excepted service position constitutes concurrence with these requirements as a condition of employment.
  • Males born after 31 December 1959 must be registered for Selective Service.
  • Participation in direct deposit is mandatory.
  • For positions requiring the operation of motor vehicles, candidates must have a valid state driver's license for the state in which they live or are principally employed.
Qualifications

THIS IS A NATIONAL GUARD TITLE 32 EXCEPTED SERVICE POSITION OPEN TO THE FOLLOWING AREA OF CONSIDERATION (AOC):

Area of Consideration:
This position is open to Area 1.

Area 1: Current employees of the South Carolina Army National Guard (Tenure 1 and 2)
Area 2: Current members of the South Carolina Army National Guard
Area 3: Any individual eligible for membership in the South Carolina Army National Guard

GENERAL EXPERIENCE REQUIREMENTS : Experiences gained through military or civilian technical training schools, within the human resources business programs, are included as general experience qualifications. An applicant must have a validated understanding of the basic principles and concepts of the occupational series and grade.

SPECIALIZED EXPERIENCE REQUIREMENTS : Parenthetical titles may be used with the basic title of the position to further identify the duties and responsibilities performed and the special knowledge and skills needed. For all positions, 1-year specialized experience must be equivalent to at least the next lower grade. Specialized experience is experience that prepared the applicant to perform the duties of the position. The applicant's educational-degree study program or military or civilian academic courses may substitute for some specialized experience. An applicant must demonstrate the specialized experience competencies (skills, knowledge, abilities and behaviors) to qualify for a position identified by its position grade and career level. Specialized experience factors encompass human resources program's business competencies, familiarity with the subject matter or processes used in human resources programs associated with DoD, U.S. Army, or U.S. Air Force.

TITLE 32 EXCEPTED SERVICE SERIES GS-0201 QUALIFICATION REQUIREMENTS

1. The Priority Placement Program's criteria is ALWAYS processed andcleared PRIOR to advertising T32 Excepted Service positions, via Job Vacancy Announcements.

2. Prior to Title 32 Excepted Service appointment, an applicant's military medical record must indicate a completed and current medical physical, medical profile, and completed/cleared drug test.

3. Prior to Title 32 Excepted Service appointment, must possess and provide a valid federal government-issued identification card as required for military membership.

4. Must possess or be able to obtain the proper clearance type and level within one year of appointment according to DoD Personnel Security Program Management Directives.

5. As a basis of continued Title 32 Excepted Service employment/appointment to a GS-0201 position, the employee must complete the Human Resources Program education, training, and certifications for the GS-0201 position as identified on this qualification standard and the employee's Individual Development Plan.

6. The Title 32 Excepted Service employee is subject to adverse actions, to include reassignment to a lower-grade, without pay or grade retention, and/or separation from federal service, when he or she fails to obtain the required education, training, or certifications for the Title 32 DST GS-0201, Human Resources position.

7. As a basis of continued Title 32 Excepted Service employment/appointment to the GS-0201 position, the employee must have and maintain a current Network License according to Army or Air Force Directives, Licensing Network Users and Certifying Network Professionals.
CONDITIONS OF EMPLOYMENT & NOTES:

1. Must be able to obtain and maintain the appropriate security clearance of the position.

2. This position is covered by the Domestic Violence Misdemeanor Amendment (30 Sep 96) of the Gun Control Act (Lautenberg Amendment) of 1968. An individual convicted of a qualifying crime of domestic violence may not perform the duties of this position.

3. Ability to establish effective professional working relationships with coworkers and customers, contributing to a cooperative working environment and successful accomplishment of the mission.

4. May occasionally be required to work other than normal duty hours; overtime may be required.

Education

EDUCATION REQUIREMENTS:
Army National Guard and Air National Guard Officers GS-11 through GS-14 Positions An undergraduate degree from an accredited college or university is mandatory. A graduate degree from an accredited civilian academic college or from an equivalent professional military education school is optimum.

Army National Guard Officer GS-09 and GS-10 Positions For Army National Guard Second and First Lieutenants must be actively pursuing an undergraduate degree with at least 90 validated credit hours in a specified program. For Captains and above, must have an undergraduate degree from an accredited college or university.

Army National Guard Warrant Officers GS-09 through GS-12 Positions Must have a high school diploma or general education development (GED) diploma. An undergraduate degree from an accredited college/university is optimum.

Army National Guard and Air National Guard Enlisted GS-09 through GS-12 Positions Must have a high school diploma or a general education development (GED) diploma. An undergraduate degree from an accredited college/university is optimum
