Akima Systems Engineering is looking for a Program Manager (PM) to support a program in Fayetteville, NC. The PM is responsible for the management of the daily operations of a DoD Command, Control, Communications, and Computers (C4) program to include personnel management, financial management, production management and resource allocation. The PM shall serve as a primary point of contact between the customer and corporate resources. Responsibilities

  • Serve as the primary point of contact for the Contracting Officer (KO) / Contracting Officer's Representatives (COR).
  • Communicate and integrate with customer stakeholders to ensure objectives and priorities are understood. Recommended strategies to assist the customer with missions, and provide short-, mid- and long-term planning goals as well as optimize organizational structure and processes to most effectively achieve stated mission objectives.
  • Ensure contract documentation is delivered on time and to high quality standards. Develop ad-hoc documentation required by the customer and support document reviews and approval.
  • Direct activities of the program, to include meeting preparation and facilitation of assessment team tasks, preparing and conducting briefings, and developing options/white papers describing potential technical design and deployment alternatives.
  • Apprise Akima senior management on contract productivity, costs/budgeting, and quality assurance.
  • Manage project schedules and coordinate Contractor activities IAW the contract Performance Work Statement (PWS).
  • Identify and communicate issues and risks to customer points of contact and develop recommendations for risk mitigation.
  • Facilitate quarterly progress reviews.
  • Provide oversight and change recommendations to the customer on all requirements written within the contract PWS.
  • Responsible for supervising employees and managing activities of external consultants and/or vendors/subcontractors.
  • Administers departmental policies and procedures, evaluates results and performance, and assists with the development of new or modified budgets, strategic plans, or policies.

Qualifications

  • A bachelor's degree in either Information Technology or Business Administration from a college or university that is accredited by a national or regional accrediting agency recognized by the U.S. Department of Education.
  • Completion of a Joint/Army field grade officer or senior non-commissioned officer staff planners/leadership course with experience leading small teams and developing processes and procedures to ensure quality and efficiency of team mission performance and deliverables.
  • Ten (10) or more years relevant experince at one or more of the following echelons of command (Army, Corps, or Division-level G-6 and/or Brigade-level S-6).
  • Seven (7) or more years of experience in battalion through theater-level tactical and operational secure/non-secure network planning and operations.
  • Seven (7) or more years managing complex projects that successfully achieve cost, schedule and performance parameters.
  • Project management experience using PMI processes.
  • In-depth experience/knowledge of Joint/Army Mission Command Information Systems (MCIS) and secure/non-secure tactical networks and the U.S. Army's Regionally Aligned Readiness and Modernization Model (ReARMM) unit life cycle process in how it applies to priority unit C4I personnel and equipment readiness metrics.
  • Experience with Staff Actions, Tasker Processing and Coordination, Staff Integration and Synchronization in a fast-paced organization.
  • Proficiency in Microsoft 365 (i.e., Excel, Outlook, Word, PowerPoint, InfoPath, and Teams).
  • Secret Clearance.
