Reporting to the Assistant Group Supervisor for Sector/Department Capital Projects, you will oversee the planning, design, construction, and commissioning of assigned projects ranging from $100,000 to $5 million in value. This position will play a key role in shaping the Laboratory’s short and long-term capital investments, long-range campus development, facility design and construction efforts, and bridging current and future needs to support the Lab’s mission.

Job Summary

This position will be reporting to the Assistant Group Supervisor of the Facilities Design and Construction Group. The Project Management Section Supervisor will supervise the Project Managers and Construction Managers to meet the needs of different programs in a highly technical, fast-changing, research and development environment. A Section Supervisor is being sought to supervise, lead, and mentor a section of approximately 12-14 staff, where staff have a variety of backgrounds and experience levels. This individual will be responsible for defining expectations, providing technical expertise, implementing guidance and policies, providing performance coaching, and fostering the professional development of the staff in their section. They will work closely with other Section Supervisors in the Group, as well as Leadership across the Laboratory, to maximize the impact to the organization, create and sustain a culture of excellence and cross-enterprise collaboration.

Key Responsibilities

Leadership and Organizational Excellence

  • Lead and manage a section of approximately 12-14 project managers, construction managers, and support personnel with varied backgrounds and experience levels
  • Establish and promote a culture of intellectual curiosity, creativity, innovation, collaboration, productivity, respect, and excellence
  • Define expectations, implement guidance and policies, and ensure alignment with APL standards and strategic objectives
  • Implement and enforce best Project Management practices to ensure compliance with APL policies and procedures
  • Ensure appropriate staffing levels and effective alignment of staff to meet organizational needs
  • Work collaboratively with other Section Supervisors, Department leadership, and Laboratory partners to maximize enterprise impact and cross-enterprise integration
  • Facilitate and oversee section-level operational transformation and continuous improvement initiatives by tracking Key Performance Indicators related to project execution


Duties & Responsibilities

  • Provide design and construction process and technical expertise to assist Project Managers in the execution of their projects
  • Provide overall supervision and leadership for a section responsible for delivering APL facilities projects
  • Define and manage section business processes to support effective and consistent project execution
  • Collaborate across Laboratory Sectors and Departments to support coordinated project delivery and organizational priorities
  • Draft personnel requisitions, interview candidates, and participate in hiring decisions
  • Ensure effective exchange of technical knowledge within the section and across the organization


Staff Development

  • Mentor, coach, and support staff development, incorporating partner and stakeholder feedback throughout the year
  • Inspire and empower staff to embrace excellence, problem solving, and continuous improvement
  • Provide resources, training, and development opportunities to meet current and emerging organizational needs
  • Communicate organizational vision and expectations clearly and consistently
  • Provide ongoing performance feedback and coaching support
  • Identify and develop key talent for future leadership roles

Required Qualifications

  • Bachelor's Degree in Engineering, Architecture, Project or Construction Management or equivalent and 10 years of progressive experience in construction and project management with a minimum of 5 years of supervisory experience. Work experience may be substituted for education requirement.
  • Demonstrated success in leading and managing staff
  • Knowledge of concepts regarding building codes, zoning ordinances, laws related to facilities, and other state and federal regulations and of best practices in project delivery
  • Demonstrated ability to think strategically and lead change all the time working in a practical manner to ensure that change is delivered in a sustainable way
  • A self-motivated, strong influencer and negotiator with demonstrated ability to assess situations, collaborate across the organization, make timely decisions and communicate these decisions clearly and concisely
  • Unquestionable integrity with exceptional communication skills and ability to effectively interact with all levels of staff
  • Experience with estimating, budgeting, annual operating plans, participation in strategic planning, establishing staffing plans and capital planning/ management
  • Experience with utilizing PM Web and Microsoft Project (or similar scheduling software)
  • Ability to obtain a Top-Secret security clearance. If selected, you will be subject to a government security clearance investigation and must meet the requirements for access to classified information. Eligibility requirements include U. S. citizenship.
  • Requires valid state-of-residence driver’s license in good standing.


Desired Qualifications

  • Master' s degree in Engineering, Architecture, Project Management, Construction Management or related field
  • Licensed Architect or Professional Engineer
  • Experience working with Howard County
  • Experience working in large campus environment and construction of secure facilities
  • PMI, CFM, CCM, or other professional Certification


Special Working Conditions

  • Occasional operation of APL vehicles
  • Occasional non-standard work hours as required by project or mission needs


Security Requirements

Applicants selected will be subject to a U.S. government security clearance investigation and must meet eligibility requirements for access to classified information. An ability to obtain a Top-Secret Security Clearance is required, with an active Secret or Top-Secret Security Clearance preferred. U.S. citizenship is required.

The referenced pay range is based on JHU APL’s good faith belief at the time of posting. Actual compensation may vary based on factors such as geographic location, work experience, market conditions, education/training and skill level with consideration for internal parity. For salaried employees scheduled to work less than 40 hours per week, annual salary will be prorated based on the number of hours worked. APL may offer bonuses or other forms of compensation per internal policy and/or contractual designation. Additional compensation may be provided in the form of a sign-on bonus, relocation benefits, locality allowance or discretionary payments for exceptional performance. APL provides eligible staff with a comprehensive benefits package including retirement plans, paid time off, medical, dental, vision, life insurance, short-term disability, long-term disability, flexible spending accounts, education assistance, and training and development.
