As a RESOURCE MANAGER (TITLE 32), GS-0501-12, you will accomplish management and financial administration of programs under the control of the CFMO.

AREA OF CONSIDERATION: The areas of consideration for this position, Title 32 Excepted Service (32 U.S. Code § 709), will be in the following manner and sequence:
BASIC REQUIREMENTS: MUSTmeet the basic education requirement for this position. This requirement is met by successful completion of undergraduate or graduate education in one or a combination of the following disciplines: accounting, business, finance, economics, mathematics, statistics, industrial management, marketing, quantitative methods, or organizational management. Education must be obtained from an accredited college or university
GENERAL EXPERIENCE : MUST possess experience, education, and/or training that demonstrates analytical ability, judgment, discretion, and personal responsibility. Qualifying experience includes skill in collecting and analyzing data effectively, efficiently, and accurately; applying procedures and directives by reading and interpreting program material; presenting formal briefings or training presentations; and preparing reports and presentation formats using automated systems.
SPECIALIZED EXPERIENCE : GS-12 Level - MUST possess at least one year of specialized experience equivalent to at least the GS-11 level. Specialized experience includes fundamental working experience with a validated understanding of the principles and concepts of the GS-0501 occupational series. Qualifying experience includes planning, programming, budgeting, and executing financial or resource management programs; allocating and monitoring funds; developing or applying internal controls; analyzing financial or program data to support decision-making; and preparing or reviewing budget submissions, financial plans, or reports. Experience gained through military service, civilian employment, or academic coursework may be creditable.
SPECIALIZED SUPERVISORY EXPERIENCE: MUST possess specialized experience in managing the function of the work to be performed. Qualifying experience includes leading, directing, assigning, and reviewing the work of personnel to accomplish organizational objectives.
Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

- Serve as a principal advisor regarding resource management and financial administration of organizational programs.
- Initiate, administer, and execute financial management actions for assigned programs.
- Develop and implement standard operating procedures for the use of operating funds to ensure proper expenditures and obligations.
- Coordinate project funding and approve special project funding requests.
- Plan, program, budget, and allocate funds to support multiple appropriations and funding sources.
- Monitor obligations and expenditures to ensure funds are used in accordance with Federal, state, and organizational requirements.
- Compile fiscal funding reports and advise leadership on funding status and projected funding availability.
- Act as the central point of contact for funds accounting among the organization and external funding entities.
- Ensure regulatory and procedural compliance with the Master Cooperative Agreement and applicable Federal, state, and local regulations.
- Develop internal controls and monitor programs to ensure priorities and mission objectives are achieved.
- Evaluate and validate budget proposals to ensure accuracy and compliance with governing guidance.
- Review and consolidate financial documentation to ensure data is formally and accurately documented.
- Analyze historical financial information to determine cost factors for programs and agreements.
- Provide technical advice and manage the financial execution of negotiated agreements.
- Provide managerial accounting data to identify cost trends impacting program execution and funding.
- Develop analytical recommendations to resolve budgetary problems and improve program effectiveness.
- Plan and schedule work to promote a smooth flow and even distribution of workload.
- Assign work to subordinate employees based on organizational priorities and the difficulty and requirements of assignments.
- Provide advice, guidance, and direction to employees on policy, strategic planning, and administrative matters.
- Review work products, accept or amend completed work, and ensure quality and timely resolution of discrepancies.
- Identify resource requirements and initiate requests for personnel, overtime, equipment, supplies, training, or space to accomplish mission objectives.
Conditions of employment
- This is an excepted service Title 32 position that requires membership in the Illinois National Guard in the military grade listed in the announcement.
- Selectee will be required to wear the military uniform.
- Acceptance of an excepted service position constitutes concurrence with these requirements as a condition of employment.
- Males born after 31 December 1959 must be registered for Selective Service.
- Federal employment suitability as determined by a background investigation.
- The incumbent of this position must have, at a minimum, a completed National Agency Check (NAC) prior to position assignment.
- May be required to successfully complete a trial period.
- May be required to successfully complete a supervisory probationary period.
- This position is covered by the Domestic Violence Misdemeanor Amendment (Lautenberg Amendment) of 1968. A qualifying conviction may disqualify an individual from performing the duties of this position.
- Irregular and/or overtime (compensatory) hours may be required to support operational requirements or contingencies or to work outside the normal duty day.
- May be required to travel by military or commercial aircraft in the performance of TDY assignments.
- This position may be designated as Essential Personnel and may be subject to duty in preparation for, or in response to, a state emergency or disaster declaration. This designation will not exceed 14 calendar days per year unless otherwise approved by the TAG.
- This position is designated as a Financial Management Level 2 Certified position. Compliance with Department of Defense Financial Management Certification Program requirements is a condition of employment. Failure to obtain or maintain certification may result in adverse action.
- Participation in direct deposit is mandatory.
