The Opportunity
The Team Lead, OSINT Capability Manager provides strategic direction and operational oversight for the Open-Source Intelligence (OSINT) toolkit and the professional staff supporting it. This role functions as the central hub for vendor relations, license management, and mission enablement. The Lead is responsible for ensuring that personnel are expertly managed, tools are utilized at peak efficiency, and senior leadership is kept informed through high-level briefings and data-driven policy recommendations.

Key Responsibilities (*Essential Functions)
1. Personnel Leadership & Team Management
- Lead and mentor a multi-functional team of contractors, ensuring all personnel are effectively tasked to meet the Government customer's evolving OSINT requirements.
- Oversee daily team operations, establish workflow priorities, and ensure that all contract deliverables meet or exceed quality standards.
- Coordinate specialized training for team members to maintain a "leading-edge" understanding of the commercial OSINT landscape.
2. Capability & Resource Management
- Direct the full lifecycle of software license distribution, ensuring that tools are allocated to the highest-priority mission sets and reclaimed when no longer in use.
- Serve as the principal liaison to commercial data providers and software vendors, managing service levels and evaluating new capabilities for potential onboarding.
- Supervise the collection and analysis of tool usage statistics to identify trends, optimize costs, and inform future procurement strategies.
3. Strategic Communications & Briefings
- Author and deliver executive-level briefings to senior government officials regarding the status, impact, and strategic direction of the OSINT capability.
- Translate complex technical data and team metrics into clear, concise reports that demonstrate the return on investment for the customer's technology spend.
- Act as the primary advocate for the team's successes, ensuring mission partners understand the value of the provided OSINT services.
4. Policy Development & Governance
- Draft, update, and implement formal policies and Standard Operating Procedures (SOPs) for the ethical and effective use of Publicly Available Information (PAI).
- Ensure the team and the broader workforce adhere to all relevant Intelligence Community (IC) policies and legal frameworks governing OSINT activities.
- Establish standardized workflows for tool onboarding and offboarding to maintain rigorous security and compliance standards.
