Duties

1. The incumbent implements the State's Incentive Program and subordinate programs, including SRIP, AMEDD, SLRP, CLRP and BRS-CP (collectively referred to as incentive contracts and programs) through policy execution and processing of contracts/actions. The incumbent administers and processes payments for all incentive contracts and programs, which includes validating documentation and ensuring policy compliance. (40%)

2. The incumbent conducts a continuous review of policies related to contract monitoring, termination notifications, Congressional inquiries, and complaints from the Inspector General as applicable. The incumbent conducts policy review on routine cases, preparing discrepancy memorandums for Soldiers and ensures timely notification. The incumbent serves as the liaison between the State Incentives Office and lower echelons (Brigade, Battalion, etc.) providing timely notifications to Soldiers regarding contract discrepancies. The incumbent coordinates Exception to Policy (ETP) submissions by ensuring proper documentation and develops tracking mechanisms. Incumbent reviews National Guard Bureau (NGB) supplied, system generated, and/or manually created reports or documents concerning all phases of incentive processing (issuance, establishment, monitoring, payment, and termination) for accuracy and submission to the State Incentives Manager. (30%)

3. Provides support in the training and oversight of lower echelon system operators (Brigade, Battalion, etc.) to ensure compliance with established policies and procedures. Analyzes and reports on trends observed during training sessions and ongoing activities, making informed recommendations to the State Incentives Manager based on these findings. Organizes and conducts detailed briefings for the Recruit Sustainment Program (RSP) and the Soldier Readiness Program (SRP), as well as any additional training sessions as directed by state leadership. Ensures that all training materials are relevant, up-to-date, and effectively communicated to participants. (30%)

GENERAL EXPERIENCE: Experience may have been gained in administrative, professional, technical, investigative, or other responsible work. Experience in substantive and relevant secretarial, clerical, or other responsible work may be qualifying as long as it provided evidence of the knowledge, skills, and abilities (KSA's) necessary to perform the duties of the position to be filled. Experience of a general clerical nature (typing, filing, routine procedural processing, maintaining records, or other nonspecialized tasks) is not creditable. Trades or crafts experience appropriate to the position to be filled may be creditable for some positions.

SPECIALIZED EXPERIENCE: 1-year specialized experience must be equivalent to at least the next lower grade. Specialized experience is experience that prepared the applicant to perform the duties of the position. The applicant's educational-degree study program or military or civilian academic courses may substitute for some specialized experience. An applicant must demonstrate the specialized experience competencies (skills, knowledge, abilities and behaviors) to qualify for a position identified by its position grade and career level. Specialized experience factors encompass human resources program's business competencies, familiarity with the subject matter or processes used in human resources programs associated with DoD, U.S. Army, or U.S. Air Force.

Education

SUBSTITUTION OF EDUCATION FOR SPECIALIZED EXPERIENCE:

master's or equivalent graduate degree
or
2 full years of progressively higher level graduate education leading to such a degree
or
LL.B. or J.D., if related
