Job Description

Base-2 Solutions is seeking a Systems Engineer to analyze user requirements, concepts of operations, and high-level system architectures in order to develop system requirements specifications. This role leads systems design and development efforts, provides technical leadership across requirements, architecture, and integration activities, and ensures technical integrity of deliverables throughout the system lifecycle. Guide users in formulating requirements, evaluate alternative approaches, conduct feasibility studies, and incorporate new designs and technologies into ongoing operations. Interact directly with Government stakeholders on systems engineering considerations, resolve technical issues, and communicate with program personnel, government overseers, and senior executives.

Serve as a technical bridge between engineering, policy, legal, and compliance requirements, ensuring solutions are designed, implemented, and maintained in accordance with internal and external compliance obligations. Apply this expertise to ongoing development efforts, including analytics, user interfaces, APIs, and infrastructure, while mitigating risk across the full product lifecycle.

Qualifications
  • Twenty (20) years of experience as a Systems Engineer on programs and contracts of similar scope, type, and complexity.
  • Bachelor's degree in Systems Engineering, Computer Science, Information Systems, Engineering Science, Engineering Management, or a related discipline from an accredited college or university.
    • Five (5) additional years of Systems Engineering experience may be substituted for a bachelor's degree.

Required Skills / Experience
  • Demonstrated experience planning and leading Systems Engineering efforts.
  • Contributing to and reviewing systems engineering documentation, including Systems Engineering Plans, Initial Capabilities Documents, Requirements Specifications, and Interface Control Documents.
  • Managing system and derived requirements to ensure delivery of production systems aligned with defined architectures (e.g., DoDAF, SOA).
  • Developing system, functional, and allocated requirements across hardware, software, facilities, and personnel components.
  • Coordinating resolution of action items from Configuration Control Boards, design reviews, program reviews, and test reviews.
  • Participating in Integrated Product Teams to design new capabilities considering development and operational constraints.
  • Defining, managing, and controlling interfaces throughout the system lifecycle.
  • Allocating real-time process and error budgets to systems and subsystem components.
  • Deriving stakeholder needs and translating high-level requirements into complete, verifiable, and realizable lower-level requirements.
  • Generating alternative system concepts, physical architectures, and design solutions.
  • Defining verification methods, processes, and evaluation criteria in written verification plans.
  • Developing system design solutions that satisfy system requirements and functional analyses.
  • Developing derived requirements for Information Assurance Services and security mechanisms, including cryptography, access control, authentication, and key management.
  • Providing technical direction for requirements elicitation, system architecture development, integration, testing, and end-to-end flow analysis.
  • Implementing comprehensive Service-Oriented Architecture (SOA) solutions.
  • Developing operational, technical standards, and system/service views using applicable DoDAF standards.
  • Developing operational concepts and scenarios describing system interactions with users and environments.
  • Conducting quantitative analysis across non-functional performance areas such as reliability, maintainability, survivability, and vulnerability.
  • Establishing formal system integration and configuration management procedures across multiple teams.
  • Performing risk assessments, defining mitigation strategies, and monitoring risks using approved risk management plans and EVM data.
  • Maintaining technical integrity of system baselines throughout development, deployment, and operations.
  • Supporting verification, validation, and Government certification and accreditation activities, including DoD C&A processes.
  • Supporting JCIDS documentation development and review (ICD, CDD, IA Strategy).
  • Participating as a member of Configuration Control Boards and Analysis of Alternatives efforts.
  • Applying agency, national, and international standards to ensure system interoperability and compliance.
  • Developing system design alternatives considering lifecycle cost, reuse, complexity, risk, and system growth.

Desired Skills
  • Experience supporting highly regulated or compliance-driven mission environments.
  • Experience serving as a technical liaison between engineering, compliance, policy, and legal stakeholders.
