Duties
The primary purpose of this position is managing, planning, and coordinating a variety of administrative support services for an installation and/or state operations, to include, but not limited to, communication, correspondence, records management, mail and task management, procurement, budget, protocol, reports, personnel, and special programs.
MAJOR DUTIES:
SUPERVISORY: Plans, organizes, assigns, controls and evaluates the work of personnel. Establishes major project goals, objectives and priorities; keeps informed of progress and major problems; and provides program guidance and direction as required. Identifies requirements and plans for, organizes, and distributes authorized personnel resources. Performs full range of supervisory personnel management functions (i.e., determining work assignments, interviewing and making selections for subordinate positions, evaluating performance of subordinates, approving and regulating leave, resolving employee complaints, maintaining discipline, identifying training needs and obtaining necessary training). Develops performance standards and evaluates work performance using DoD Performance Management and recommends awards and bonuses. Identifies development and training needs of employees and recommends awards and bonuses. Hears and assists in the resolution of employee grievances. Enforces and recommends disciplinary measures. Ensures employee job performance standards are consistent with organizational goals and that standards are fair, measurable and accurately evaluated. Hears and resolves group or individual grievances or complaints. Reviews disciplinary cases and problems involving employees, assuring that prompt corrective measures are taken and that action is taken to prevent recurrence. Ensures subordinate employees' job descriptions are current, valid, and support command mission and objectives. Requests training for employees and ensures both assigned and detailed personnel are prepared and equipped for their assigned duties. Mentors both civilian and military personnel in their career development planning.
2. PROGRAM MANAGEMENT: Plans, programs, coordinates, and directs the administrative functions of the installation and/or state. Provides overall technical and administrative direction to administrative support activities, including mail management/distribution, records management, reprographics, Privacy Act program, Freedom of Information Act (FOIA) program, printing services management, publications management and supply, micrographics, administrative budget, military correspondence, forms management and field printing (multi-function devices).
a. Manages and uses funds allocated for operation of the branch. Supports the Program Objective Memorandum (POM) process by defining funding requirements and the development of sound and defendable program resource requirements. Forecasts funding requirements and identifies required resources to carry out the resulting programs. Serves as a Contracting Officer Representative (COR) for purchase and lease agreements and reviews contracting documents to assist in vendor selection.
3. RECORDS MANAGEMENT: Serves as the organization's principal staff action officer responsible for Activity records management. Supports official records and information management programs and initiatives. Controls, organizes, guides, and trains staff to achieve Activity information resource goals and objectives. Guides others, developing records management objectives and informing staff of related goals, revised policies, new and revised requirements, and guidance to accomplish new tasks. Directs, controls, implements, and executes various higher headquarters directives. Conducts studies, resolves problems, and provides advice and assistance to Activity organizations for both automated and manual record-keeping systems.
a. Implements records management with directorates and units within the installation and/or state. Coordinates with subject matter authorities/experts and records coordinators to ensure process is fully integrated with the organization's records management program. Acts as the Records Manager for the agency's automated archive records management system, with organization-wide responsibility for ensuring the creation and preservation of official mission records throughout the installation and/or state. Reviews and approves agency file plans for installation and/or state, ensuring compliance with and enforcement of National Archives and Records Administration (NARA), Dept. of Defense (DOD), and Dept. of Army (DA) policies and rules governing management information requirements under the Army records management system.

SPECIALIZED EXPERIENCE: 24 months experience with one year of specialized experience equivalent to at least the next lower level in the normal line of progression that demonstrated knowledge of the methods and procedures for providing or performing a variety of functions and services applicable to the position to be filled; ability to plan, organize, and control work involving diverse activities; ability to gain cooperation and coordinate the work of others; and skill in oral and written communications.
