Position Summary
ANSER is seeking a Senior Staff Action Officer to provide senior-level airborne and space Intelligence, Surveillance and Reconnaissance (ISR) expertise and staff support to Department of Defense and Intelligence Community stakeholders. In this key role you will deliver strategic analysis, programmatic guidance, and direct counsel to senior leadership on ISR capabilities, acquisition, resourcing, and Congressional engagement.

Position Summary
ANSER is seeking a Senior Staff Action Officer to provide senior-level airborne and space Intelligence, Surveillance and Reconnaissance (ISR) expertise and staff support to Department of Defense and Intelligence Community stakeholders. In this key role you will deliver strategic analysis, programmatic guidance, and direct counsel to senior leadership on ISR capabilities, acquisition, resourcing, and Congressional engagement.
Day-to-Day Responsibilities
- Provide high-level airborne and/or space ISR expertise and counsel to senior leadership on platform and sensor capabilities, including multi-INT systems (e.g., SAR/GMTI, EO/IR, SIGINT/ELINT).
- Represent USW(I&S) positions and equities in ISR requirements, programming, and capability development efforts.
- Perform technical reviews, research, and analysis to support ISR policies, programs, and initiatives.
- Draft formal staff products including briefs, talking points, memoranda, letters, and OSW staff packages.
- Develop and analyze operational, programmatic, financial, and technical reports related to ISR programs.
- Provide national security and programmatic recommendations supporting acquisition oversight of airborne and space ISR programs.
- Support PPBE activities, including issue paper development and participation in OUSW(I&S) focus teams.
- Assist senior leadership with Congressional engagement by drafting testimony, responses to congressional actions, and appeals related to budget marks.
- Conduct capability-based assessments and contribute to DoD and IC studies.
- Gather, synthesize, and prepare background and read-ahead materials for ISR-related engagements.
- Manage and maintain electronic files across NIPR, SIPR, and JWICS in compliance with NARA requirements.
Required Qualifications
- Active TS/SCI Security Clearance
- Bachelor's Degree
- Minimum of 10 years of experience with programs integrating manned aircraft and multi-INT capabilities (e.g., EO/IR, SAR/GMTI, SIGINT/ELINT, or other sensors)
- Minimum of 5 years of experience with the DoD PPBE process, program oversight/guidance, and capabilities development and resourcing on a military or interagency staff
- Minimum of 5 years of experience developing analysis and written reports of operational, programmatic, financial, and technical information
- Minimum of 5 years of experience with the Joint Capabilities Integration and Development System (JCIDS) and defense acquisition management systems
- Demonstrated expertise in airborne and/or space ISR platforms, sensors, and requirements
Preferred Qualifications
- Strong written and verbal communication skills, including experience briefing senior leaders
- Ability to synthesize complex technical and programmatic information into clear, actionable products
- Proven ability to work independently while supporting senior-level staffs in a fast-paced environment
- Experience coordinating across DoD, Intelligence Community, and Congressional stakeholders
- Strong organizational skills and attention to detail in managing multiple priorities simultaneously
