Key Responsibilities
Acquisition Planning & Strategy
- Advise on acquisition strategy, contract type, competition approach, and risk management for supplies, services, and IT.
- Develop acquisition plans, IGCEs, APs, and supporting documentation aligned with FAR, DOSAR, and agency guidance.
- Conduct and document market research (e.g., RFI, Sources Sought), industry engagement, and vendor capability assessments.
Pre‑Award Development
- Draft and refine Statements of Work (SOW), Performance Work Statements (PWS), Statements of Objectives (SOO), and Quality Assurance Surveillance Plans (QASP).
- Prepare solicitation packages (RFQ/RFP/IFB), evaluation criteria, and source selection documentation; support the establishment of evaluation boards.
- Coordinate with program office, legal, and small business specialists; ensure fair opportunity and socio-economic goals (e.g., SB, HUBZone, SDVOSB, WOSB).
Source Selection & Award
- Facilitate technical/price evaluations; perform cost/price analysis (including labor mapping to contract labor categories), and support best value tradeoffs.
- Prepare award documentation (e.g., Determinations & Findings, Business/C&A Memoranda, Responsibility Determinations, FPDS data elements).
- Support negotiations, clarifications, discussions, and debriefings consistent with FAR Part 15 (as applicable).
Post‑Award Administration
- Monitor contract performance, modifications, options, CPARS inputs, invoicing, and closeout activities.
- Analyze contractor performance and risks; recommend corrective actions and improvement plans.
- Track deliverables, funding/burn rates, period of performance, and key milestones; ensure data accuracy across systems.
Policy, Governance & Process Improvement
- Interpret and apply FAR/DFARS/DOSAR; develop templates, SOPs, and training materials.
- Perform acquisition audits and quality reviews; support Procurement Management Reviews (PMRs).
- Advance procurement analytics (e.g., spend analysis, lead-time reduction, vendor performance trends).
Required Qualifications
- 7+ years of federal acquisition/procurement experience, with at least 5 years supporting civilian agencies; State Department experience strongly preferred.
- Demonstrated expertise across the full acquisition lifecycle for complex, high-visibility procurements (services and/or IT).
- Mastery of FAR (e.g., Parts 6, 7, 8, 10, 12, 13, 15, 16, 19, 37, 39) and agency supplements (e.g., DOSAR); practical application in pre‑award and post‑award.
- Proficiency with federal acquisition systems (e.g., SAM.gov, FPDS, PRISM/Momentum/Acquisition platforms) and MS Office 365 (Word, Excel, PowerPoint, Teams).
- Strong analytical skills: cost/price analysis, IGCE development, risk analysis, and evaluation scoring.
- Excellent written and verbal communication skills; experience drafting technical procurement documents and briefing senior stakeholders.
- Active Secret clearance; U.S. citizenship required.
