Duties

  • Plans, organizes, and directs the activities of the Workforce Effectiveness Branch, ensuring that employee relations and labor relations programs comply with legal and regulatory requirements and meets customer needs
  • Exercises supervisory personnel management responsibilities
  • Represents the Civilian Personnel Flight with a variety of installation and functional area organizations
  • Provides direct oversight for the management of the installation's Labor Relations program and handles difficult and controversial cases, negotiations, or complaints that arise

Qualifications

In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions, 0201 Series.

SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-12, or equivalent in other pay systems. Examples of specialized experience includes in-depth knowledge of a wide range of employee relations concepts, case law, principles, practices, and regulatory requirement sufficient to perform detailed analyses; draw conclusions on complex legal issues, problems, and situations; and advise senior managers regarding corrective techniques in response to a wide range of conduct and performance problems.

FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time--in-grade requirements to be considered eligible. One year at the GS-12 level is required to meet the time-in-grade requirements for the GS-13 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements.

KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
  • Knowledge and skill in consensus building, negotiating, coalition building and conflict resolution techniques sufficient to interact appropriately in highly charged emotional situations.
  • Knowledge of written and oral communication techniques sufficient to develop and deliver briefings, prepare correspondence, foster understanding and acceptance of findings, present arguments and advisory opinions, and coordinate activities among diverse individuals and institutions. Ability to plan, organize work, and meet deadlines.
  • Skill to gather factual data use effective, analytical, and evaluative methods to accurately assess information and make sound decisions. Although a qualified typist and specialized computer skills are not required, many personnel processes are automated and familiarity with and knowledge of operating a personal microcomputer and utilizing standardized computer software programs is highly desirable.
  • Extensive knowledge of a wide range of human resources management concepts, practices, laws, regulations, policies and precedents sufficient to provide comprehensive human resource management advisory/consultant service on substantive organizational functions and work practices in the fields of employee relations and labor relations, sufficient to advise management on a wide variety of technical
    issues such as reduction in force, substance abuse, sexual harassment, hours of work, changes in working conditions, job related stress, smoking in the work place, leave administration, pay entitlement, affirmative action, recruitment, classification, human resource development, etc.
  • Knowledge of, and ability to interpret and apply laws, executive orders, regulations, policies, and concepts pertaining to Labor Management Relations, Employee Management Relations. Ability to inspire, motivate, and guide others toward a goal accomplishment. Leadership ability, including the ability to coach, mentor, and challenge subordinates; ability to adapt leadership style to a variety of situations; and ability to model high standards of honesty, integrity, trust, openness, and respect for the individual by applying these values to daily behaviors.
  • Knowledge of management and installation missions and objectives and their implications on personnel programs. Knowledge of and ability to apply procedures, requirements, regulations, and policies related to specialized expertise in the work of the unit, including the ability to maintain credibility with others on technical matters.
  • PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.

    VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
