The Opportunity:

CACI is providing the Alaska Aerospace Corporation (AAC), currently and as it expands and reorganizes, with professional scientific, technical and programmatic assistance and relevant administrative assistance services to support efforts in Spaceport Management and Range Operation Oversight. These services may include advisory assistance support in technology scouting; vulnerability and risk assessment and mitigation; project justification and defense; program planning; evaluation and analyses of programs, projects, budgets and performance; and project execution, transition and commercialization. This also includes providing Spaceport Management support to the Pacific Spaceport Complex-Alaska (PSCA).

Responsibilities:
  • The Pacific Spaceport Complex-Alaska (PSCA) Manager is responsible to Alaska Aerospace Corporation (AAC) senior management for all spaceport facility operations and sustainment. The PSCA Manager leads site personnel in the daily activity in support project execution and maintenance efforts. Included is leading the design and development of system architectures and key capabilities and performance requirements for solutions or products to support PSCA launch operations requirements that encompass non-information technology related engineering or scientific disciplines. These solutions or products may require hardware, communications, cyber, electrical, manufacturing, mechanical, or other specialized engineering domain knowledge in order to design, develop, and support them. The PSCA Manager coordinates site staff priorities in support of customer launch operations. The role is multi-faceted and vital to space launch safety, the PSCA Manager will apply airport management best practices to the emerging sector of commercial spaceports.
  • Program Safety Support: Assist Mission Manager in all Ground Safety Officer related tasks, deliverables, questions and preparation before flight. Communicate gap assessment opportunities for improvement for GSO mission operation deliverables. Participate in post launch analyses of team performance and lessons learned.
  • Hazard analysis: Conduct comprehensive safety analyses for all launch vehicle hardware, ground support equipment, and processing procedures. The officer must identify all potential hazards and work with PSCA staff to establish controls to prevent them from affecting the public and onsite personnel.
  • Procedure review/approval: Coordinate, review and approve customer (Launch Vehicle & Payload) ground operations procedures (78+). Procedures include but are not limited to solid motor transport, ground handling operations, ordinance checkout and installation, cryogenic transfer, high-pressure systems and hydrazine.
  • Operational oversight: Provide direct oversight of hazardous ground operations, conducting safety walk-downs and inspections to ensure compliance with all regulations, including OSHA and FAA license. Ensure customer operator contains proper certification and checkout on sight before PSCA equipment utilization. Maintain positive relationships with management, employees, and vendors.
  • Emergency response: Manage existing emergency response plans and participate in safety drills if required. The officer must be able to act decisively during emergencies or unsafe situations, including the authority to hold or abort an operation.
  • Training and supervision: Provide safety briefings to all incoming customers & staff involved in launch operations. Assistance will be provided to the GSO through local range support team and Range Control Officer.
  • Incident investigation: Lead or support accident and "near-miss" investigations to determine the cause and implement corrective actions.


Qualifications:

Required:
  • BA/BS Degree.
  • Minimum 10 years related experience.
  • Previous experience as a Ground Safety Officer.
  • Familiar with 91-710 standards and tailoring.
  • Excellent interpersonal communications, public speaking, and presentation skills.
  • U.S. Citizenship.
  • Must currently have or be able to obtain a minimum-security clearance of SECRET.


Desired:
  • PMP Certification.
