The Emergency Management, Continuity of Operations, and Readiness Support Specialist will provide critical support to NSWC Panama City Division (PCD) in the development, maintenance, and execution of emergency preparedness, continuity of operations, and readiness plans. This role requires interaction with personnel across all levels of the organization and supports efforts to ensure operational resilience in all-threats, all-hazards environments.

Responsibilities
Emergency Management Support:
- Assist in annual updates to the Emergency Action Plan, including verification of facility floor plans and emergency equipment locations (e.g., AEDs, fire extinguishers, first aid kits).
- Draft revisions to emergency action plans for staffing and review.
- Support annual hurricane preparedness exercises by recording and reporting Tropical Cyclone Conditions of Readiness (TCCOR) responses.
- During tropical system alerts, coordinate departmental preparedness and information requests with the emergency manager.
- Document post-storm after-action reports and track corrective actions using spreadsheets.
- Capture and submit lessons learned to the Navy Lessons Learned Library.
- Complete FEMA Independent Study courses within 90 days of hire: IS-100.c, IS-200.c, IS-230.e, IS-235.c, IS-700.b, IS-800. d.
Continuity of Operations (COOP) Support:
- Assist in updating COOP annexes and preparing personnel and plans for continuity in response to threats and hazards.
- Support annual inspections of the Alternate Operating Facility (AOF), verifying operational readiness of NIPR/SIPR systems and facility resources.
- Inventory and track continuity assets (e.g., MREs, water, cots, radios) using Excel.
- Maintain and update the COOP plan and Emergency Relocation Staff training records.
- Document lessons learned from exercises and real-world events; maintain POA&M trackers for corrective actions.
- Support departmental transitions to new operational spaces.
- Complete FEMA Independent Study courses within 90 days of hire: IS-1300, IS-520, IS-545.a, IS-551.
Readiness Support:
- Assist in developing and updating readiness plans, procedures, and SOPs.
- Track deployment readiness training and equipment using Excel or Access.
- Monitor readiness communications and message traffic; support weekly SIPR laptop checks.
- Prepare readiness drill cards and coordinate drill activities.
- Document lessons learned from drills and exercises for continuous improvement.
- Support Battle Watch Captain during exercises by recording key events and taskings.
- Complete FEMA Independent Study courses within 90 days of hire: IS-120.c, IS-453.
Qualifications
- Security Clearance:
- Must possess a favorably adjudicated Tier 3 Background Investigation for CUI access and be eligible to support SECRET-level information.
- Education & Experience:
- High school diploma or equivalent required.
- Associate or bachelor's degree in emergency management, Homeland Security, Public Administration, or related field preferred.
- Specialized Experience:
- Minimum of one year experience in emergency management, continuity planning, or readiness support.
- Experience in military, federal, or public safety environments is highly desirable.
- Technical Proficiency:
- Proficient in Microsoft Office Suite (Word, Excel, Outlook, PowerPoint), Microsoft Teams, and SharePoint.
- Familiarity with FEMA Independent Study courses and emergency planning frameworks (ICS, NIMS, NRF).
- Communication Skills:
- Strong oral and written communication skills.
- Ability to interact professionally with technical, scientific, and management personnel.
- Organizational Skills:
- Detail-oriented with strong analytical and documentation capabilities.
- Ability to manage multiple tasks and meet deadlines in high-pressure environments.
- Certifications:
- Completion of specified FEMA Independent Study courses within 90 days of hire is required.
