The CAC & Fingerprinting Support Specialist will provide Identification Card Administration (ICA) and electronic fingerprinting services at the Visitor Reception Center (VRC) in support of the Naval Support Activity, Panama City (NSA PC), under the direction of the Naval Surface Warfare Center, Panama City Division (NSWC PCD). This role is responsible for processing Common Access Cards (CACs), managing Department of Defense (DoD) identification cards, and performing electronic fingerprinting services in compliance with federal standards.

Responsibilities
Identification Card Administration (ICA):
- Provide ID card services to active duty, reserve, retired military personnel, dependents, civilian employees, and verified contractors via the Trusted Associate Sponsorship System (TASS).
- Process CACs and other DoD identification cards per DoD regulations and AFI 36-3026, including eligibility verification, issuance, retrieval, and destruction of cards.
- Serve as a Verifying Official on the DEERS/Real-Time Automated Personnel Identification Systems (RAPIDS) terminal, ensuring data accuracy.
- Respond to telephone inquiries and assist customers with eligibility, application requirements, and DEERS-related questions.
- Return failed or retrieved CACs to the Defense Manpower Data Center (DMDC) promptly.
- Verify and update personnel data in accordance with DoD, OPNAV, BUPERS, and other relevant directives.
- Provide support for PIN resets and PKI certificate updates.
- Initiate CAC requests and distribute CACs and PINs in accordance with RAPIDS User Guide.
- Ensure compliance with Homeland Security Presidential Directive 12 (HSPD12) and Federal Information Processing Standards (FIPS201-1).
- Notify appropriate security personnel of any unauthorized or unsafe acts.
- Maintain RAPIDS equipment in its designated location and ensure workstation security when unattended.
- Complete and maintain all required DoD online training and certifications for DEERS/RAPIDS operations.
- Utilize Microsoft Office (Outlook, Word, Excel, PowerPoint), Microsoft Teams, and SharePoint for communication and documentation.
Fingerprinting Support:
- Provide electronic fingerprinting services for submission to the FBI and the Office of Personnel Management (OPM) using a live scan fingerprinting solution.
- Ensure all equipment (hardware, software/firmware), facilities, personnel, and support services meet SWFT and OPM standards.
- Support nationwide fingerprinting services, including U.S. territories, for up to 190 personnel annually (approximately 16 scans per month).
- Submit fingerprints via the OPM-approved Secured Web Fingerprint Transmission (SWFT) system.
- Ensure electronic fingerprint files meet OPM SWFT format requirements for prospective new hires located across the United States and its territories.
Qualifications
- Security Clearance:
- Must have a favorably adjudicated Tier 3 Background Investigation for access to Controlled Unclassified Information (CUI).
- Education & Experience:
- High school diploma or equivalent required.
- Minimum of one year experience in a customer service environment preferred.
- Specialized Experience:
- HR background in at least one of the following disciplines: Military Pay, Military Personnel, Travel Claims, or Navy Transportation.
- Equivalent experience in the private sector or other federal agencies may be substituted.
- Technical Proficiency:
- Working knowledge of Microsoft Office Suite (Word, Excel, PowerPoint, Outlook), Microsoft Teams, and SharePoint.
- Familiarity with DEERS/RAPIDS systems and associated DoD policies and user guides.
- Experience with live scan fingerprinting systems and electronic submission via SWFT.
- Communication Skills:
- Proficient in oral and written communication.
- Ability to explain complex procedures and policies clearly and professionally.
- Administrative Skills:
- Strong attention to detail, grammar, spelling, punctuation, and military terminology.
- Ability to operate standard office equipment including computers, copiers, scanners, and fax machines.
- Certifications:
- Must obtain and maintain all required DoD certifications for DEERS/RAPIDS and SWFT fingerprinting operations.
