Job Overview
Reporting to the Project Manager, the Quality Control Specialist III (Technical Program Lead) is responsible for leading the operational planning, implementation, and evaluation of a complex acquisition contract. This role drives strategic initiatives to address business challenges and strengthen performance through continuous improvement practices. The QCS III manages key aspects of the program, including fiscal oversight, operations, administration, and designated HR functions. Serving as the primary liaison with the client on operational issues, this position provides daily technical and professional leadership to ensure program success.

Responsibilities
Essential Duties & Job Functions:
- Lead and manage complex projects and contract requirements.
- Direct logistics operations, including material management and inventory control.
- Serve as acting Project Manager during periods of absence.
- Contribute to the development and implementation of project goals, objectives, and operational procedures.
- Plan, organize, supervise, and evaluate contractor performance; conduct inspections to ensure quality and compliance.
- Interpret technical plans, specifications, and drawings; provide expert technical guidance.
- Apply sound, independent judgment in decision-making.
- Analyze issues, develop alternative solutions, assess potential impacts, and implement recommendations aligned with organizational objectives.
- Research and evaluate new methods and techniques to improve service delivery.
- Build and maintain effective working relationships with internal teams, external partners, and stakeholders.
- Communicate clearly and professionally in both written and verbal formats.
- Lead and support the development and execution of program goals, policies, and priorities; recommend and administer operational procedures.
- Monitor and assess the efficiency and effectiveness of service delivery; recommend appropriate service levels and staffing adjustments within established guidelines.
Accountable For:
- Strong understanding of government contracts, related documentation, and delivery order requirements.
- Ability to proactively inform the Project Manager of significant issues, challenges, or unique situations.
- Ability to ensure duties are completed accurately, efficiently, and in a cost-effective manner.
- Ability to manage personnel performance, including evaluations, timesheet and leave review, coaching, counseling, disciplinary actions, and employee recognition.
- Ability to maintain positive, collaborative working relationships with colleagues, clients, and stakeholders.
Job Requirements
Mandatory
- At least seven (7) years of experience in contract management
- Business/Management/Engineering Bachelor's degree or
- Fifteen (15) years of industry involvement.
- Basic working knowledge of the FAR.
- Ability to operate office equipment and use Microsoft Office Suite including Word, Excel, PowerPoint and Access.
- US. Citizenship.
- Ability to obtain and a secret security clearance.
- Must be able to successfully pass a pre-employment background check and pre-hire drug test.
Preferred:
- Knowledge of labor and cost tracking.
- Customer service experience.
Working Conditions:
- This position is primarily performed in an office setting using standard office equipment (desk, computer, phone, printer, copier, etc.).
- Work may require occasional weekend work, evening work and travel.
Physical Requirements:
- Work requires the ability to operate a computer and work in a standard office environment, effectively communicate information in verbal and written form, read and review information and charts, perform analytical thinking skills, use sound judgement.
- Ability to sit, stand, walk for extended periods of time and the ability to lift 50 pounds.
