Overview
The Acquisition Specialist (FMS) Senior provides expert leadership and comprehensive oversight of all acquisition and international security cooperation activities for the Program Executive Office, Intelligence Electronic Warfare and Sensors Program Management Office Position, Navigation and Timing (PM PNT).
Responsibilities
· Responsible for the full lifecycle of acquisition planning, execution, and closeout, ensuring adherence to the FAR, DoD, Army, ASA(ALT), and PEO guidelines.
· Independently plans, develops, reviews, and tracks Acquisition Requirement Packages, expertly drafts Statements of Objectives (SOOs), Statements of Work (SOWs), Performance Work Statements (PWSs), and associated solicitation documentation.
· Maintain comprehensive contract metrics, establish and manage complex contract schedules and milestones in coordination with a diverse range of stakeholders - including PM PNT leadership, product teams, ACC, and industry partners - and develop impactful briefing materials for program reviews and milestone decisions.
· Serves as the primary subject matter expert for all International Security Cooperation, Foreign Military Sales (FMS), and Export Control activities.
· Independently analyzes and manages all aspects of FMS casework in accordance with the Arms Export Control Act, the Security Assistance Management Manual (SAMM), and the International Traffic in Arms Regulation (ITAR), expertly preparing and submitting critical documentation such as Technology Transfer requests, Delegated Disclosure Authority Letters (DDL), Third Party Transfer requests, and Committee on Foreign Investment in the U.S. (CFIUS) submissions.
· Proactively plans for future sustainment support.
· Communicates and collaborates with industry, Army customers, and other government agencies through meticulous meeting planning and execution, serving as a key liaison and providing authoritative guidance on all FMS-related matters.
Qualifications
Required:
· Bachelor's Degree in Business preferred with seven (7) years of related experience in contract specialist functions as well as the development of procurement documentation in the description of work. OR
· Non-Degree: Eleven (11) years of related experience in contract specialist functions, as well as the development of procurement documentation in the description of work.
· Knowledge and experience with SAMD and cradle-to-grave FMS support
· Top/SCI Secret Clearance
