We are seeking a highly experienced Data Modeler / Data Architect to support the Naval Criminal Investigative Service (NCIS) within its Information Technology Directorate (ITD). NCIS enables global law enforcement, counterintelligence, cyber operations, insider threat mitigation, and security missions for the Department of the Navy. This role directly contributes to enterprise data modernization-ensuring NCIS systems are structured, aligned, and optimized for secure information sharing, advanced analytics, and mission-critical decision-making.
POSITION OVERVIEW:
The Senior Data Modeler / Data Architect will lead the design, development, and governance of NCIS' enterprise data architecture. This role is responsible for defining how data is stored, consumed, integrated, and managed across the organization-ensuring alignment with business requirements, technical constraints, and NCIS' strategic vision.
The ideal candidate possesses extensive experience in data strategy, data modeling, master data management, metadata management, data governance, data architecture, and analytics enablement. This position plays a key role in establishing common vocabularies, defining enterprise data standards, enabling secure data flows between systems, and developing the structural blueprints essential for NCIS' modernization efforts.
This role requires strong conceptual thinking, deep data domain expertise, and the ability to communicate clearly with both executive stakeholders and technical teams.

Responsibilities
RESPONSIBILITIES:
- Lead the development and implementation of NCIS' data architecture, ensuring alignment with enterprise strategy, business needs, and mission requirements.
- Define how data will be stored, consumed, integrated, and managed across applications, systems, and enclaves.
- Develop and maintain logical and physical data models, conceptual data frameworks, metadata structures, and data dictionaries.
- Provide enterprise-wide data modeling standards and ensure consistent application across systems and modernization initiatives.
- Support data governance, data quality, master data management (MDM), and metadata management efforts.
- Design structural data solutions and collaborate with database administrators, analysts, and developers to ensure seamless access to data.
- Create diagrams and architecture artifacts that show key data entities, relationships, and dependencies.
- Organize and structure data at both macro (enterprise) and micro (system-level) scales in support of operational and analytical use cases.
- Develop logical data models used by consuming applications and create business-rule-driven elements required for data quality enforcement.
- Provide architectural oversight for data integration, data movement, and interface design across distributed systems.
- Support system modernization, cloud migration, analytics initiatives, and enterprise data strategy execution.
- Maintain an understanding of emerging data technologies, analytics approaches, and architectural principles.
- Document solutions, communicate architecture decisions, and present findings to senior leadership and cross-functional stakeholders.
- Ensure structural solutions comply with security requirements and NCIS data protection policies.
Qualifications
- TS/SCI adjudicated clearance required at start of contract
- Bachelor's degree in Computer Science, Information Systems, or related discipline (or equivalent project-related experience).
- Minimum 10 years of IT experience, including at least 2 years in information systems design.
- Demonstrated experience designing and implementing enterprise-scale data and information architectures.
- Hands-on experience in data architecture, data modeling, and developing data strategies.
- Experience implementing data and analytics management programs.
- 3-5 years' experience as a data analyst (highly desirable).
- Strong conceptualization, pattern recognition, and teaming skills.
- Ability to communicate effectively with executives, domain leaders, and technical staff.
- Experience applying innovation and ideation methodologies such as design thinking.
- Strong business domain understanding-data, processes, and content.
- System integration experience, including interface design and web-oriented architecture methods.
- Expertise in data modeling and information classification at the enterprise level.
- Knowledge of common information architecture frameworks, metamodels, taxonomies, and ontologies.
- Experience applying structured data modeling to unstructured or semi-structured sources.
- Familiarity with data science concepts, business intelligence, and data warehouse design.
- Experience with cloud and hybrid data environments, distributed analytics, and modern data access patterns (microservices, event-driven architectures).
- Strong problem-analysis, structured design, and programming technique understanding.
- Ability to rapidly assess new technologies and map them to business needs.
- Excellent communication, facilitation, and stakeholder engagement skills.
- Ability to analyze program-level needs, identify resource requirements, and navigate cross-functional barriers.
PREFERRED QUALIFICATIONS:
- Experience supporting federal law enforcement, intelligence, or defense missions.
- Experience with large-scale data modernization or enterprise architecture initiatives.
- Familiarity with NCIS, DoN, or DoD data systems, governance structures, and security requirements.
