Specialized Experience: One year of experience equivalent to the GS-14 grade level in the Federal Service which includes 1) Providing program leadership through development and direction of
multidisciplinary teams to carry out Civil Works or Military Programs; AND (2) Leading and
fostering effective teamwork among internal and external team members including customers,
contractors, and stakeholders; AND 3) Participating in senior level organizational decision
making related to general policy-setting matters and long-range program planning; AND 4)
Perform supervisory functions over staff (e.g. develop performance standards, evaluate
performance, recommend and approve awards for subordinate employees, etc.).

- Corporate leader at the Regional level through excellent communication, comprehensive risk management, and strategic decision making.
- Responsible for providing effective management and supervisory direction and control over the staff and functions for Military or Civil Works Programs.
- Execute concepts and principles required to perform project management responsibilities for assigned Military or Civil Works projects.
- Serves as the Program Manager and staff authority consultant responsible for the overall guidance, development, presentation, defense, and accomplishment of complex current and long-range programs.
- Overall Program Management of Civil, or Military, Environmental, Host Nation and Support for missions which include command/control, regional interface, and quality assurance for programs and may include Interagency and International Support (IIS).
- Evaluates district's implementation of Project Delivery Business Process (PDBP) and impacts on program/project execution including data analytics and scheduling.
- Serve as an authoritative source for decisions and guidance in dealing with changes in project/program objectives.
- Ensure strong partnerships are formed with all stakeholders for collaborative, sustainable alliances.
- Develop leadership talent through coaching, mentoring, rewarding, and guiding others to reach full potential and maximum motivation.
Conditions of employment

- Appointment may be subject to a successful favorable SECRET background check if the position is designated Tier 3, Non-Critical Sensitive, Moderate Risk for the Fort Shafter, HI and Dallas, Texas locations.
- Position may require the incumbent to be able to obtain and maintain a valid driver's license for the Atlanta, GA, Charleston, SC, Jacksonville, FL, Mobile, AL, Savannah, GA, and Wilmington, NC locations.
- Position may require submission of Public Financial Disclosure Report (OGE 278) or a Confidential Financial Disclosure Report (OGE 450) upon entry, and annually thereafter.
- Travel may be required up to 20% of the time for the Atlanta, GA/Charleston, SC/Jacksonville, FL/Mobile, AL/Savannah, GA/Wilmington, NC locations.
- Travel may be required up to 25% of the time for the Fort Shafter and Dallas, TX locations.
- Travel may be required up to 30% of the time for the Sacramento, CA and San Francisco, CA locations.
