Job Overview
Under the supervision of the Project Manager, the Subject Matter Expert V (Deputy Project Manager) oversees the operational planning, establishment, execution and evaluation of a multifaceted IT contract. The DPM implements strategic initiatives to correct business related deficiencies through continuous improvement methodologies. The incumbent oversees fiscal, operational, administrative, and human resources management of the program as designated by the Project Manager. The DPM serves as principal point of representation and liaison with the client on operational matters and provides day-to-day technical/professional guidance and leadership.

Responsibilities
Essential Duties & Job Functions:
- Oversee the management of comprehensive IT projects and contracts.
- Oversee the logistics activities and material management activities.
- Ability to fill in for the Project Manager while the Project Manager is on leave.
- Participate in the development and administration of project goals, objectives, and procedures.
- Plan, organize, direct and evaluate the work of contractors. Inspect projects and evaluate the adequacy of work performed.
- Develops statement of work for Technical Task Orders (TTO), bid packages for TTOs, and project execution for TTOs.
- Establish and maintain effective working relationships with the Safety and Quality Control departments.
- Read and interpret plans, specifications and drawings. Serve as a technical advisor.
- Exercise sound independent judgment.
- Analyzes problems, identifies alternative solutions, predicts consequences of proposed actions, and implements recommendations in support of company goals.
- Develops and utilizes metrics (KPIs - key process indicators) to measure and improve crucial department functions.
- Research, analyze, and evaluate new service delivery methods and techniques.
- Establish and maintain effective working relationships with those contacted in the course of work.
- Establishes and maintain effective working relationships with the customer and all company personnel.
- Communicate clearly and concisely, both orally and in writing
- Develops and implements an ongoing preventative maintenance program for buildings and facilities.
- Manages and participates in the development and implementation of goals, objectives, policies, and priorities for assigned programs; recommends and administers policies and procedures.
- Monitors and evaluates the efficiency and effectiveness of service delivery methods and procedures; recommends, within departmental policy, appropriate service and staffing levels.
Accountable for:
- Ability to understand Government contracts, correspondence, reports, and records including delivery order work.
- Ability to keep the Project Manager apprised of unique situations and problems encountered.
- Timely and cost-effective performance of duties.
- Ability to harmoniously work with other Chugach employees and customers.
- Personnel accountability and performance management to include personnel reviews, timesheet review, leave request, counseling, coaching, disciplinary actions, and recognition for assigned staff members.
- Ability to demonstrate and experience to manage subcontractors and task order jobs in large volumes.
Working Conditions:
- This position is primarily performed in an office setting using standard office equipment (desk, computer, phone, printer, copier, etc.).
- Work may require occasional weekend work, evening work and travel.
Physical Requirements:
- Work requires the ability to operate a computer and work in a standard office environment, effectively communicate information in verbal and written form, read and review information and charts, perform analytical thinking skills, use sound judgement. Ability to sit, stand, walk for extended periods of time and the ability to lift 50 pounds.
Job Requirements
Mandatory:
- At least seven (7) years of experience in contract management
- Demonstrated ability and experience to manage a large IT contract with similar scope of work and duties.
- Business/Management/Engineering Bachelor's degree or 20+ years of industry involvement.
- Basic working knowledge of the FAR.
- Ability to operate office equipment and use Microsoft Office Suite including Word, Excel, PowerPoint and Access.
- U.S. Citizenship.
- Ability to obtain and a secret security clearance.
- Must be able to successfully pass a pre-employment background check and pre-hire drug test.
