Job Summary:
We are seeking a detail-oriented and proactive HR Generalist (75% time) with additional responsibilities as a Facility Security Officer (FSO) (25% time). This dual-role position is critical in supporting both our human resources and security teams. As an HR Generalist, you will handle various HR functions, including onboarding, employee relations, compliance and policy administration, performance management, benefits administration, payroll support, training and development, HR data management, and employee engagement and culture.
As the FSO, you will implement the industrial security program and ensure company and customer security requirements are met. You will interface with all levels of Black Cape personnel and government management personnel to ensure contract security compliance with National Industrial Security Program Operating Manual (NISPOM), DoD Manual 5205.07, Contract Security Classification Specification (DD254), and Program Classification Guides. You will be required to conduct security self-inspections, apply risk mitigation methodologies, support customer assessments, and implement security measures to meet requirements.
Key Responsibilities:
HR Generalist:
*Reviews, tracks, and documents compliance with mandatory and non-mandatory training, continuing education, and work assessments. This may include safety training, anti-harassment training, professional licensure, etc.
*Conducts or acquires background checks and employee eligibility verifications.
*Implements new hire orientation and employee recognition programs.
*Performs routine tasks required to administer and execute human resource programs, including but not limited to compensation, benefits, and leave; disciplinary matters; disputes and investigations; performance and talent management; productivity, recognition, and morale; occupational health and safety; and training and development.
*Handles employment-related inquiries from applicants, employees, and supervisors, referring complex and sensitive matters to the appropriate staff.
*Maintains compliance with federal, state, and local employment laws and regulations and recommends best practices; reviews policies and practices to maintain compliance.
*Maintains knowledge of trends, best practices, regulatory changes, and new technologies in human resources, talent management, and employment law. 8) Performs other duties as assigned.
Facility Security Officer (FSO):
*Responsible for implementing the industrial security program and ensuring company and customer security requirements are met.
*Interface with all levels of Black Cape personnel and government management personnel to ensure contract security compliance with National Industrial Security Program Operating Manual (NISPOM), DoD *Manual 5205.07, Contract Security Classification Specification (DD254), and Program Classification Guides.
*Self-motivated candidate capable of working in an independent or team environment with minimal direction.
*Conduct security self-inspections, apply risk mitigation methodologies, support customer assessments, and implement security measures to meet requirements.
*Make critical security decisions concerning high-value contracts and implement security procedures to prevent unauthorized access to company and government facilities or information.
Qualifications:
*Bachelor's degree in Human Resources, Business Administration, or a related field preferred. HR certification and experience may also be considered in lieu of a degree.
*2-4 years of HR experience preferred; degree and/or HR certification may also be considered in lieu of years of experience.
*Knowledge of security clearance processes and government security regulations (NISP, etc.) is a plus. *Ability to manage special access programs, understanding of security databases such as DISS, eQIP, NISS, etc.
*At least a secret security clearance.
*Experience in a small to mid-size company preferred.
Skills and Competencies:
*Strong knowledge of HR best practices and labor laws.
*Strong communications skills, both oral and written.
*Proficiency in HR systems, Google Workspace and Microsoft Office Suite.
*Ability to work independently and as part of a cross-functional team.
*Exceptional problem-solving, decision-making and organizational skills, and ability to manage multiple priorities.
*Strong interpersonal skills with the ability to maintain confidentiality and work with sensitive information.
*Experience creating and conducting initial security briefings, debriefings, indoctrinations, pre/post foreign travel briefings and refresher briefings is desired.
Work Environment:
**Hybrid environment with approximately 1-3 days per week on-site in our Arlington, VA office and travel to other facilities as needed.
