Cyber Software Developer
Location: Fairmont, WV
Clearance: Top Secret (SCI eligible)

Position Overview:

The Cyber Software Developer serves as a subject matter expert with deep technical expertise in OpenText ArcSight, Linux, system engineering, and information security best practices. The role provides advanced technical analysis, system integration support, and engineering guidance for specialized applications and mission environments. This position requires hands-on involvement across the full lifecycle of ArcSight solution development, including planning, analysis, testing, integration, documentation, and technical presentations. The ideal candidate applies engineering discipline and cybersecurity domain knowledge to deliver scalable, secure solutions supporting NOAA’s SOC mission.

Key Responsibilities:

• Develop and enhance ArcSight SIEM content to increase SOC visibility and analytic maturity, including dashboards, active channels, reports, rules, filters, trends, and active lists.
• Tune correlation rules to reduce false positives and refine system behavior understanding.
• Maintain and refine event schemas with customized severity classifications.
• Administer ArcSight ESM (test and production) environments, including hardware, software, and appliances.
• Manage lifecycle activities: upgrades, patching, configuration changes, deployments, and data flow validation.
• Administer ArcMC, Connectors, and Loggers; ensure FISMA and Bureau system logs are properly aggregated.
• Architect and design secure solutions aligned with best-practice security frameworks.
• Support new infrastructure implementations and maintain existing systems, including break/fix tasks.
• Maintain security architecture documentation and ArcSight operational procedures.
• Provide technical mentorship to NOAA SOC staff in support of investigations, operations, and case management.
• Recommend ArcSight architecture and licensing optimizations to maximize operational value.
• Respond to bureau and line office requests for reporting or dashboard updates.
• Support onboarding of remaining NOAA line offices into the ArcSight environment.
• Support additional tooling as required, including Palo Alto Cortex XSOAR, Cribl, and future SIEM platforms.
• Complete additional tasking as identified by ManTech or the Carahsoft team.

Required Qualifications:

• Bachelor’s degree in Computer Science or related field, or equivalent experience
• 5–7 years of relevant hands-on experience
• CompTIA Security+ (or equivalent)
• 3+ years of experience with ArcSight, Linux, system engineering, and information security practices

Preferred Qualifications:

• ArcSight certifications or training
• Cribl certifications or training
• Additional SIEM, cybersecurity, or system engineering credentials
