Duties

-Administer the Construction Information Security Program protecting the enterprise from espionage, terrorism, and threats of unauthorized disclosure and/or compromise of information or material considered vital to enterprise mission interests, national defense or national security.
-Direct the personnel security program to ensure secure accomplishment of the enterprise's missions, goals and objectives through proactive application of security principles, policies, and practices to assigned projects.
- Provide DoD and NATO organizations executing construction or renovation activities within the UK with authoritative guidance on aspects concerning physical security programs for the protection of classified national security information, including Sensitive Compartmented Information (SCI), Special Access Programs (SAP) and collateral information.
-Manage the Construction Security Program.

Qualifications

In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management positions.

SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year, or will have one year within 120 days of closing of this announcement, at the next lower grade NH-02, or GS-11 equivalent in other pay system. Examples of specialized experience includes: Ability to incorporate secured facility codes, regulations, criteria and oversight requirements into facility and infrastructure construction and renovation execution.

KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
1. Knowledge of a wide range of advanced concepts, principles, criteria, requirements, technology, and practices involved in security.
2. Knowledge of security program interrelationships to coordinate the objectives and plans of two or more specialized programs to support and promote information sharing and strategies.
3. Skill to interpret a variety of security program laws, directives, regulations, and guidance to assist subordinate organizations in establishing and operating internal security programs.
4. Skill in the use of analytical principles, practices, and techniques to review, evaluate, and apply several alternatives according to the security requirements for highly specific situations, availability of materials, relationships with other protective programs, and cost/benefit considerations.
5. Ability to communicate orally and in writing, clearly, concisely, and accurately to a large range of audiences.

Additional Conditions of Employment
Position is designated special-sensitive and requires a TOP SECRET (TS) security clearance with eligibility for access to Sensitive Compartmented Information (SCI), other intelligence-related Special Sensitive information, or involvement in Top Secret Special Access Programs (SAP) to fully perform the duties and responsibilities of the position. A non-disclosure agreement must be signed. Employee must be able to obtain and maintain a Top Secret w/ SCI clearance.

Department of Defense Security Fundamentals Professional Certification (SFPC) and Security Asset Protection Professional Certification (SAPPC) and Physical Security Certification conferrals are required within 2 years of the established employee EOD or initial assignment date to this position in accordance with DoD 3305.13-M, DoD Security Accreditation and Certification. The listed certification requirements may not be deleted or modified without the written approval of the AF Security Functional Authority (SAF/AA) or their delegated security career field representative.

PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.

VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment.You will receive credit for all qualifying experience, including volunteer experience.

ACTIVE DUTY SERVICE MEMBERS: The VOW Act requires federal agencies to treat an eligible active duty service member as a veteran, disabled veteran, and preference eligible (as applicable) when applying for civil service positions before the effective release or discharge date.
