Duties

  • Directly supervises civilian employees, and military personnel as applicable.
  • Plan work to be accomplished, sets and adjusts short-term priorities, and prepares schedules for completion of work.
  • Assign work and/or crew assignment based on priorities, selective consideration of the difficulty and requirements of assignments and the capabilities of employees.
  • Provide wildland firefighting.
  • Direct aircraft rescue firefighting (ARFF) and standby for aerial medical aircraft and helicopter and civilian aircraft on an emergency, overseeing personnel.
  • Perform firefighting duties such as handling hose, performing rescue operations, extinguishing fire, performing as a HAZ/MAT team member, performing cardiopulmonary resuscitation (CPR) and emergency first aid as required.
  • Ensure the inspection and maintenance of assigned vehicles, tools, and equipment in accordance with technical manuals.
  • Ensure that personnel and equipment are in a constant state of readiness for immediate response to firefighting and rescue operations.
  • Direct placement of equipment, personnel, application of fire extinguishing agents and rescue of personnel.
Requirements

Conditions of employment

  • Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation. This position requires the incumbent to possess, obtain and maintain a Secret security clearance.
  • This position requires the completion of pre-employment and periodic subsequent medical examination in accordance with DoD 6055.06 to ensure continued, required level of physical health and ability or fitness to perform the duties of the position.
  • This position has a requirement to lift up to 45 lbs. in the regular performance of duties.
  • This position is subject to a pre-employment drug screening, and random testing thereafter, to include testing based on reasonable suspicion and testing due to direct involvement with an on-duty accident.
  • Temporary travel may be required up to 25% of the time.
  • This position has been designated Mission Essential. In the event of severe weather conditions or other such emergency type situations the incumbent is required to report to work or remain at work as scheduled to support mission operations.
  • Position has been designated as "Key" and shall not be vacated during a national emergency or mobilization. Incumbent must be exempted from recall to active duty.
  • This position is supervisory as defined by the Office of Personnel Management's (OPM) General Schedule Supervisory Guide (GSSG). A one year probation to assess your ability to perform supervisory duties is required unless previously completed.
  • This position requires the incumbent to wear the prescribed uniform and/or personal protective equipment while on duty.
  • This position requires shift work to provide coverage on evenings, weekends, holidays, or special situations. Employee shifts are rotated on a regularly scheduled basis.
  • Incumbent will be required to work 144 hours of work per two (2) week pay period, with six (6) 24 hour work shifts each pay period and may be required to work weekends and holidays.
  • The duties of this position require the incumbent to possess or obtain and maintain a valid state Driver's License in one of the 50 U.S. states or possessions to operate vehicles
  • For North Carolina Firefighters: Must obtain licenses (Military as well as a North Carolina Class B, Non-CDL License) within 60 days of hire. Failure to do so will subject employee to termination.
  • This position requires successful completion of an annual Job Performance Test.
  • Incumbent must participate in a physical fitness program.
  • This position requires the incumbent to conform to the requirements set-forth in the National Fire Protection Association (NFPA) 1500, Fire Department Occupational Health and Safety Program.
  • This position requires the incumbent be subject to recall to assist at incident command post, deploying emergency response during major disasters or incidents.
  • Incumbent is required to report for duty during Natural Disasters and other emergency situations as directed by the Fire Chief.
  • Incumbent must obtain and maintain United States Coast Guard master's license covering the Fireboat, under a 100 tonnage, within 18 months of appointment.
  • North Carolina Firefighters: Must possess and maintain at all times, a State of North Carolina EMT Basic certification. Must obtain certification within 90 days of hire. Failure to do so will subject employee to termination.
Qualifications

In order to qualify, you must meet the specialized experience requirements described below. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. Your resume must clearly describe your relevant experience; if qualifying based on education, your transcripts will be required as part of your application. Specialized Experience: One year of specialized experience which includes (1) controlling or extinguishing fires as a member of an organized military, industrial, volunteer, or governmental fire department or brigade; (2) rescue operations; (3) detection, reduction, or elimination of potential fire hazards; (4) operation of fire communications equipment; (5) controlling hazardous materials incidents; and/or (6) developing, implementing, or providing training in fire protection and prevention. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-08).

Additional Requirements: In addition to meeting the specialized experience requirement above, applicants must also possess Fire Officer II; Fire Instructor I; Fire Inspector I; HAZMAT Incident Commander; Driver Operator - Pumper; Driver Operator - Aerial; Formal land based Shipboard Firefighting certification certified through DoD Fire and Emergency Services Certification System, International Fire Service Accreditation Congress (IFSAC), or the Fire Service Professional Qualifications System (PRO-Board) in accordance with DoD 6055.06 AND a State or National Registry EMT Certification Card indicating a future expiration date when applicable.
