Duties

  • Integrate change into an efficient and effective organization.
  • Create a contracting program that includes participation and buy-in from subordinate supervisors and staff.
  • Implementing methods which maximize team members' potential, fostering high standards, and providing a productive work environment to meet the mission's goals.
  • Executing training, career development, performance management programs, and performance of other supervisory duties such as hiring personnel while working through various supervisory duties.
  • Understand and be able to implement enterprise team building strategies.
  • Incorporate technology and innovative contracting processes and tools into the contracting program.
  • Develop and implement strategies that maximize benefit to the Government, i.e., reduce Government risk, select proper contract type, decrease contract cost, increase value.
  • Recognize when artificial intelligence capabilities are appropriate to improve contracting operations.

  • Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
  • This position requires pre-employment financial disclosure and annually thereafter in accordance with DoD Directive 5500-7-R.
  • This is a Critical Acquisition Position. Unless specifically granted a position waiver by the Director of Acquisition Career Management or the Army Acquisition Executive the following requirements are mandated:
  • Selectee must obtain the highest Career Category Level of certification in the assigned Career Category/Functional Area. The exception is Program Management, which requires Practitioner or higher Career Level certification.
  • Foundational Career Level Certification or Contracting Professional Certification must be met within 3 years.
  • Practitioner Career Level Certification must be met within 5 years.
  • Advanced Career Level Certification must be met within 4 years.
  • Selectee must execute a written tenure agreement to remain in Federal service in the position for at least three years.
  • Appointment to this position is subject to a one year probationary period unless the appointee has previously met the requirements as described in 5 CFR Part 315.
  • Appointment requires a one year supervisory probationary period unless previously completed.
  • This position has a Temporary Duty (TDY) or business travel requirement of 25% of the time.
  • This position requires the incumbent be able to obtain and maintain a determination of eligibility for a Secret security clearance or access for the duration of employment.

In order to qualify, you must meet the education and experience requirements described below. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. Education Requirement: Basic Requirement for Supervisory Contract Specialist:

Degree: Bachelor's degree (or higher degree) from an accredited educational institution authorized to grant baccalaureate degrees.

OR

Exemption: You are exempt from the education requirements above if (A) you are a current civilian employee in DoD who occupied GS-1102 positions or contracting positions with authority to award or administer contracts above the simplified acquisition threshold in an Executive Department on or before September 30, 2000; OR (B) you are a current military member who occupied a similar occupational specialty to the GS (or equivalent)-1102 on or before September 30, 2000.

In addition to meeting the basic requirement above, to qualify for this position you must also meet the qualification requirements listed below: Specialized Experience: One year of specialized experience which includes Developing and implementing strategies to incorporate technology to benefit the contracting process to reduce risk and decrease cost; Implementing methods to drive organizational change while maintaining efficiency and effectiveness to meet mission goals; and Diagnosing issues, creating structured procedures, and executing improvements that resolve complex contracting issues.
. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service DJ-04 (GS-14).

This position is covered by the Science and Technology Laboratory Personnel Management Demonstration Project at the DB-05 (equivalent to GS-15). In accordance with the Federal Register Vol. 63, No. 57, dated March 25, 1998, an employee of the Laboratory Demonstration project must have a current average performance score of 2.5 or above in order to be selected for promotion. All applicants currently employed under a Laboratory Demonstration Project must include their most recent performance appraisal score as part of their electronic resume.
