Basic Requirement for Supervisory Contract Specialist: Degree: Bachelor's degree (or higher degree) from an accredited educational institution authorized to grant baccalaureate degrees. (Note: You must attach a copy of your transcripts.)

Exemption: You are exempt from the education requirements above if (A) you are a current civilian employee in DoD who occupied GS-1102 positions or contracting positions with authority to award or administer contracts above the simplified acquisition threshold in an Executive Department on or before September 30, 2000; OR (B) you are a current military member who occupied a similar occupational specialty to the GS (or equivalent)-1102 on or before September 30, 2000.
In addition to meeting the basic requirement above, to qualify for this position you must also meet the qualification requirements listed below:
Specialized Experience: One year of specialized experience which includes being responsible for the overall planning, direction, coordination, and supervision of contract preparation, negotiations, and contract management; participating in acquisition strategy meetings, acquisition plans, pre-award surveys, bid openings, the evaluation of price/cost analysis, etc., leading in the negotiation of contracts and performing procurement staff surveillance during all phases of contracts; monitoring contract administration for contractual compliance and fairness to both contracting parties; providing technical advice and assistance with long-range and day-to-day planning, work assignments and review of work from employees; and exercising responsibility to assure the effective implementation and operation of the agency's policies, regulations, and guidelines concerning equal employment opportunity. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-12).
Some federal jobs allow you to substitute your education for the required experience in order to qualify. For this job, you must meet the qualification requirement using experience alone--no substitution of education for experience is permitted.

- Serve as an Execution Section Chief for the functional area within Contracting Division of the District.
- Utilize an expert level of knowledge of the Federal Acquisition Regulation (FAR), DoD FAR Supplement (DFARS), Army FAR Supplement (AFARS), the USACE Acquisition Instruction (UAI), Financial Officers Act, and Comptroller General Procurement Decisions.
- Advise customers and District office personnel in all phases of the acquisition process to include requirements definition, specification formulation, source selection, method of contracting, type of contract, innovative acquisition tools, etc.
- Perform supervisory contract specialist and Contracting Officer with a minimum of $50M up to an unlimited warrant.
- Advise primary customers and District office personnel on small business and socio-economic program requirements, solicitation of proposals/bids, evaluation of proposals/bids, negotiation of contracts, price and/or cost analysis, etc.
- Responsible for the overall planning, direction, coordination, and supervision of contract preparation, negotiations, and contract management.
- Direct the preparation and submission of procurement related reports to include Contract Action Reports, Tracking of Audit Reports, Reports of Individual Profit Plans, etc.
- Assign work to subordinates based on priorities, difficulty of assignments, and the capabilities of employees and provide technical oversight.
- Review, approve and/or reject daily and long-range work requirements, and approve annual and sick leave.
- Assign, review and/or approve work and evaluate employee performance and develop performance plans and rate employees.
- Review positions to determine need and accuracy of position descriptions, and request or recommend retention, promotion, award and/or disciplinary actions.

- Must be able to obtain and maintain a $50M contracting warrant within 12-months of entry on duty.
- Incumbent must be able to obtain and maintain a SECRET Security Clearance.

- Contracting Professional Certification must be met within 3-years.
- Advanced Career Level Certification must be met within 4-years.
- Practitioner Career Level Certification must be met within 5-years.
