Summary/Objective:
This position shall serve as functional expert in Instructional Systems Design to support CIWT's development and maintenance of its testing programs, independently review testing program materials for compliance with NETC NAVEDTRA (132 series), CIWT-specific guidelines, and meet industry best practices, as well as maintaining all required written directives, documentation, reports, briefing materials, meeting minutes, and other materials.

Essential Functions:
- Serve as functional expert in Instructional Systems Design to support CIWT's development and maintenance of its testing programs
- Identify testing program deficiencies based on NETC and CIWT instructions and processes
- Partner with course officials to identify deficiencies and provide recommended solutions
- Ensure that testing products are developed per NETC and CIWT standards
- Perform quality assurance reviews (e.g., ensure question stem is instructionally and grammatically sound and distracters are plausible; performance grading instruments are free from subjectivity; etc.)
- Perform final review of all products (e.g., Testing Plan, tests, TAGs) submitted for the Testing Officer's approval and/or signature
- Assist with tracking courses to provide current status to command leadership
- Assist with developing tests in the QMP assessment management system
- Initiate, submit, update, mand maintain all required written directives, documentation, reports, briefing materials, meeting minutes, and other materials, as described, in the requested format, without spelling, grammatical, calculation, or technical errors, in accordance with directives.
- Provide progress and financial expenditures monthly.

- Stand, bend, and stoop for long periods of time while delivering training.
- Be able to maneuver in and out of strategic and tactical equipment, and capable of lifting and moving electronic equipment in access of 40lbs in and out of classrooms/labs and/or maneuvering to individual student positions to render academic assistance; capable of maintaining mental agility and focus while delivering classroom training to full, large student groups performing at individual pace without self-distraction.

Required Education and Experience:
- Must have a degree in Education or related field with twenty-four (24) hours in specific education areas. The twenty-four (24) hours must fall within and include four (4) of these five (5) categories: learning theory, instructional design, instructional development, evaluation, and computers in education.
- Practical knowledge and skill in interpersonal communications with civilian and military personnel, including oral briefings/presentations, listening techniques, and developing written material, specifically, test items and grading instruments.
- Practical knowledge of Navy guidance documents used in the development of testing materials.
- Communicate effectively and possess strong writing skills (e.g., spelling, grammar, and punctuation)
- Experience using Adobe Captivate®, CPM and AIM II/LOM.
Preferred Education and Experience:
- B.A./B.S.Ed/B.Ed + 3 years experience or
- M.A./M.S./M.Ed + 2 years experience
- Desires working knowledge of the QMP assessment management system.

- Possess and maintain a current U.S. Government TS/SCI Security Clearance.
