The Opportunity:

CACI has an excellent opportunity for an experienced, self-directed, team lead supporting the Enterprise Level Information Technology Expertise (ELITE) contract at the United States European Command (USEUCOM) located in Stuttgart, Germany. The Common Operating Picture Management Cell (CMC) Team Lead is the overall manager for the day-to-day operations of the EUCOM COP Management Cell, overseeing all task activities in support of the Combatant Command C2 and Common Operating Picture

As a CACI COP Management Cell (CMC) team leader, you will assume a critical leadership role in supporting the USEUCOM Joint Operations Center (JOC). The successful candidate must have solid organizational skills and be able to communicate clearly and succinctly, both written and orally. This includes presenting concepts, ideas, and status updates in a professional business-like manner. Responsible for CMC project/task assignments, client engagements/reporting, and customer interactions supporting USEUCOM Joint Operations Center (JOC) COP requirements and NATO COP convergence efforts.

Responsibilities:

  • Oversee the management and timely completion of all C2/COP-related projects and tasks. This includes allocating and tracking project assignments, ensuring that all deliverables are met, and that all team members are aligned with project goals and deadlines.
  • Support the USEUCOM (United States European Command) JOC (Joint Operations Center) in meeting their COP requirements, including the development, maintenance, and operationalization of a comprehensive and integrated Common Operational Picture. Coordinate with relevant teams to ensure the COP aligns with USEUCOM's strategic and operational objectives.
  • Contribute to NATO's (North Atlantic Treaty Organization) efforts to converge its COP, working closely with international stakeholders to ensure interoperability and alignment between various COP systems. Provide expert guidance and support for NATO initiatives, ensuring that C2 systems and COP data flow seamlessly across allied forces.


Qualifications:

Required:
  • 5+ years of experience leading technical teams and managing C2 and COP management projects in complex organizations. Expert knowledge of C2 and COP systems with experience in GCCS-J or similar command and control systems.
  • Strong understanding of combatant commands, including USEUCOM, USSTRATCOM, and other CCMDs, and the integration of their operational requirements into C2/COP systems.
  • Excellent communication and coordination skills, capable of liaising with senior military and government officials, as well as technical teams.
  • Strong problem-solving abilities and a demonstrated ability to work under pressure in dynamic environments.
  • Possess a TS clearance with eligibility for SCI.
  • DoD 8570.1 IAT Level II (e.g., Security+ CE) required.
  • Experience in project management and task coordination, Project Management Institute (PMI) Program Management Professional (PMP) or similar certification

  • Familiarity with USEUCOM, NATO, and allied military operations and frameworks is highly desirable
