As a AVIATION RESOURCE MANAGEMENT SPECIALIST (TITLE 32), GS-0301-9, you will plan, analyze, manage and control all operational & administrative aspects of aviation resources, safety, training, and flight hours by utilizing the Aviation Resource Management System (ARMS).

Military Grades: Minimum Rank of E3 - Maximum Rank of E5
GENERAL EXPERIENCE : MUST possess experience, education or training which provided a general knowledge of principles of organization, management, and administration; compiling reports, letters, memoranda, etc., and required person-to-person contacts to convey information; progressively responsible experience which demonstrates the ability to provide technical guidance and assistance in the type of work or in comparable work of the position to be filled; experience using computer and automation systems.
Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-09 position you must have served 52 weeks at the GS-07 Level. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials.
SPECIALIZED EXPERIENCE : GS-9 Level MUST possess at least 1 year specialized experience, education or training equivalent to at least the next lower grade level of GS-7: must have experience providing technical guidance and assistance in the type of work or in comparable work of the position to be filled; must have a thorough knowledge and understanding of administrative procedures and practices of management; experience developing administrative procedures.
Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). - Serve as a management analyst with responsibility to advise and correct all operational and administrative aspects of the Aviation Resource Management System.
- Maintain, control, and assign security levels to users to ensure security of the database.
- Develop and implement unique applications programs using base-level computers to meet the specific needs of the unit.
- Design, develop, and modify reports using System Query Language (SQL) and ad hoc queries to provide leadership with data retrieved through selective manipulation of the database.
- Analyze management report products to determine program adequacy and accuracy, trends, and recommend corrective actions as required.
- Identify system related problems, their possible causes, and repairs or requests system repairs to the proper authority or DoD agencies.
- Provide go-no-go reports and conducts pre-mission and post-mission reviews; record aircrew and aircraft flying hour data; determine aviation service actions for attached and assigned flying personnel as it directly affects mission accomplishment and safety of flight.
- Research, validate, and interpret Air Force Instruction (AFI) Mission Design Series (MDS), specific medical and physiological requirements and flying and ground training requirements; and compares with higher headquarters mission training requirements.
Conditions of employment
- This is a dual status Military Techiman position, military membership in the Illinois National Guard is required prior to taking office.

- This position as required, requires additional training in the following courses: Squadron Aviation Resource Management Course; Host Aviation Resource Management Course; Aviation Resource Management Report & Design Analysis Course; Air National Guard Aviation Resource Management Senior Enlisted Course
- When 9 skill-level is received, member will hold Advanced Aviation Resource Management Special Certification 066. When criteria are met in IAW AFMAN 11-421, para 5.3.3.1, will receive Special Certification 271. If member is a Regional Functional Manager, will hold SEI 063.Special Certification (SEI) 066, Advanced Aviation Resource Management; Special Certification (SEI) 271, Host Aviation Resource Manager Superintendent; Special Certification (SEI) 063, Air National Guard Regional Functional Manager
- This is a Testing Designated Position (TDP). The employee is subject to random drug testing. Pre-employment drug testing and participation in random drug testing is a condition of employment. Note: The caveat is that the states, territories, and the district cannot drug test until a drug free workplace policy has been established and approved by the United States Department of Health and Human Services.
